Non-locals without ILP to be shown door by December 20

The Joint Committee on Inner Line Permit System has categorically announced that all the non-Manipuris residing in the state without the Inner Line Permit (ILP) to be issued by the Joint Committee would be expelled from the state by December 20 next.
Addressing media persons at the office of FREINDS today, Joy Chingakham, Co-Convener of the Joint Committee on Inner Line Permit System said that all those non-Manipuris who do not possess the ILP issued by the Joint Committee will not be allowed to live in Manipur from December 20.However, all those non-Manipuris employed in the state including at RIMS, MU, those in government departments would be allowed to stay in the state without the ILP.
He further stated that even those non-Manipuris who claim to have settled in the state for the last 30 years will not be allowed to stay in the state without the ILP.

Nevertheless, those non-Manipuris who have been settling in the state since 1947 would be considered as citizens of the state.
They will be allowed to stay in the state without the ILP.
For those businessmen including Marwaris and Punjabis who are doing business in the heart of Imphal under certain organizations or associations, the issue of whether or not they need to posses ILP will be settled after a joint meeting, he added.
While informing that the forms for ILP to be issued by the Joint Committee will be available at the office of FREINDS at Keishampat from November 19 on the payment of Rs 50, Joy Chingakham stated that while submitting the forms, the non-Manipuris should mentioned the duration of their stay in the state.
The amount of money to be collected from the non-Manipuris for their stay in the state would be decided by a meeting of the joint Committee.
The deadline for submission of forms is December 19 .
He further informed that the money collected from the non-Manipuris would be deposited in a separate bank account which will be a public account.
The money would be used in matters of state and public interest.
If the state government desires to use the said amount, they will be allowed to do so under certain conditions.
ILP would be issued to those non-Manipuris coming to the state as tourists and for other purposes, for 20 days or a month.
Any unwanted incident happening to those non-Manipuris found staying in the state without the ILP, even after it is put into force, would be their sole responsibility, he threatened.
Clarifying on misinterpretation over the works taken up by the Joint Committee as a means to drag out the non-Manipuris from the state, Joy Chingakham stated that there is no such thing as 'dragging out non-Manipuris from the state', but it is only a move to make the non-Manipuris to get themselves ILP.
He also informed that the Joint Committee would be compelled to open check posts at Churachandpur, Mao, Jiribam and Moreh.
