Ex-Ministers, Judge moot for ILP in State

Implementation of Inner Line Permit System in the State is the only possible means to save the indigenous people from unchecked influx of non-locals whose number has now become manifold, ex-Minister Laisom Lalit has stated.
He was speaking as functional president of a panel discussion on ILP organized by Senior Citizens for Society at the auditorium of Babina Diagnostic Centre, Porompat Soibam Leikai here today.
He observed that considering the rampant influx of outsiders, peace and tranquility in the State will be adversely affected if the system is not implemented at the earliest and pointed out that MPs from the State should convince the Central Government to enforce the system which is the needs of the people here.
The system is being implemented in other northeastern States.
The indigenous people here are facing serious threat from the incessant influx of outsiders which can be solved only by implementing the system.
The ongoing demand for enforcement of ILP system in the State is very much legitimate, he maintained.
Ex-Minister RB Mingthing, who was present as one of the Guests of Honor, noted that origin of different indigenous people of the State is from the same place.
People in older times used to stay in the hills following massive flood in the valley which was not favorable for settlement.
Many returned back only after the flood water subsided while some decided to remain in the hills.
Addressing the gathering as Chief Guest, RK Manisana, retd Chief Justice of Gauhati High Court opined that there is need to discuss certain provisions under Indian Constitution and enact a State law as far as implementation of ILP system in the State is concerned.
Chaired by Prof N Mohendro, today's panel discussion was also attended by Prof L Sadananda, secretary of Senior Citizens for Society; ex-Minister Dr M Nara and DrTh Dhabali, managing director of Babina Diagnostic Centre as Guests of Honor.
