Issue of disability certificates which has been lost in the political maze of conundrum will likely see a new beginning after the indefinite call given by the All Tribal Disables Union Manipur (ATDUM) has been temporarily suspended following invitation by the Social Welfare Department.
President Momo Tantanga and General Administrative Secretary T Chuongksin said that assessment camp for issue of such certificates has been chaired by Chief Secretary DS Poonia on July 6 last and passed six resolutions.
The first is decentralization for issue of such card at the Primary Health Centre (PHC), Community Health Centre (CHC) and hospitals at the sub-division.
Next, a specialist in lieu of 3-member board for issue of the certificate, except otherwise required in multiple disabilities.
Medical Officers in PHCs and CHCs as the ultimate authority to issue certificates of disability in obvious cases like permanent paralysis, blindness,etc .
In cases of non-obvious single disabilities, the existing 3 tier Medicos to be replaced by a specialist as the ultimate authority.
Where government specialist is not available, services of non-government specialist to be utilized and notified as a "Medical Authority" by the Chief Medical Officer for issue of certificate.
It warned of further agitation in the event of any failure.
