Fraudulent pension withdrawal detected in WRD too

After PWD, fraudulent withdrawal of retirement pension in the name of in-service employees without any knowledge of the employees has been detected in Water Resources Department (WRD) too.
According to a well placed source, family pension and gratuity of 11 employees of WRD including three LDCs have been withdrawn using forged death certificates and forged termination orders.
The 11 employees who are still working in WRD (Project, Store Division) are G Dinpui Rongmei (LDC), Ch Nkingcha (LDC), S Padmabati (LDC), A Kunjando (Driver), Th Dilenkumar (Road Mohorrir), Th Ashokumar (Road Mohorrir), Gangmei Rony (Road Mohorrir), M Bimol (Khalasi), L Panthoi (Khalasi), L Bhubon (Road Mohorrir) and M Manglemjao (Driver), said the source.
According to the forged death certificates submitted to the authorities concerned, G Dinpui Rongmei expired on May 23, 2017, Ch Nkingcha on October 20, 2016; S Padmabati on June 21, 2018; A Kunjando on May 23, 2017; Th Dilenkumar on August 21, 2018; Th Ashokumar on August 26, 2016; Gangmei Rony on November 25, 2016; M Bimol on May 25, 2015; L Panthoi on June 24, 2015; L Bhubon on December 23, 2015 and M Manglemjao on December 20, 2015.Just as family pensions of living employees were withdrawn fraudulently from PWD and WRD, there is a strong suspicion that similar cases might be there in other Government departments, said the source.
Names of spouses of all the 11 employees of WRD submitted at the time of withdrawing their family pensions were all incorrect.
Nonetheless, the fictitious spouses had their bank accounts in Vijaya Bank and SBI even though Aadhaar cards and PAN cards of the account holders must be submitted at the time of opening bank accounts.
Although Ch Nkingcha is unmarried, one Ch Ichal Chanu was submitted as his spouse.
Likewise, one S Bonjoy Kom was named as the spouse of S Padmabati.
All these acts of fraudulence indicate that there is/are gang(s) of counterfeiters.
They have been forging not only death certificates but also service books as well as termination orders issued by departments concerned.
As per rules, termination orders of gazetted officers are issued by administrative department while those of subordinate officers/employees are issued by the Chief Engineers concerned.
These acts of fraudulence could have been detected very easily because neither leave encashment was applied nor GPF was withdrawn with the family pension was withdrawn.
Such deceit and trickery could be detected the moment due process for leave encashment and withdrawal of GPF is initiated.
But the fraudsters were cunning enough not to apply for leave encashment and GPF which would have certainly exposed their chicanery, the sources added.
