Development model of Heingang AC made public

Imphal, December 28 2016: With an intent to woo voters of Heingang Assembly Constituency, intending Congress candidate N Ratan (Kapu) revealed the development model of Heingang AC during a function held at Heingang Mayai Leikai today. The function was attended by Speaker of Manipur Legislative Assembly Th Lokeshwar, Khurai AC MLA Prof Ng Bijoy and Kakching AC MLA Y Surchandra.

Local leaders and supporters of N Ratan (Kapu) also attended the function.

The development model of the Heingang AC includes fast pace development in terms of connectivity and communication, to connect all major and inter-village roads in 19 different localities and build bridges in eight different areas.

In the field of education, the model proposes to establish public partnership school and free tuition fees for all students upto class XII, provide free internet for every locality, computer literacy programme, vocational training and skill development programmes.

It also proposes to introduce East Asian languages at primary level through language laboratories of East Asian languages like Japanese, Korean, Burmese, Thai, Chinese and Vietnamese, establish skill development centres in collaboration with foreign institutes and establish world class library and e-learning centres.

The model also proposes of organising science exhibition in every school under Heingang AC and subsequently provide special incentives for students.

For water management plans, the development model proposes of proper and effective planning of watershed and management and utilization of all available sources of water.

In the health care sector, the model ensures to provide door to door medical and health care facilities including free ambulance service and efficient deployment of ASHAs.

For early detection of cancer and other ailments, screening and testing facilities will be provided in various centres across the AC.

The development model also aims to turn Heingang AC into an organic AC and increase self sustenance in the areas of fisheries and livestock production including piggeries and poultry.

The model also highlighted the establishment of dedicated centres of indigenous games and sports, development of existing playgrounds with modern amenities to enhance the spirit of sportsmanship among the youth.

Care for people with special needs, housing, recreation were also included in the development model put forth by the intending candidate.

Speaker Th Lokeshwar said that young and energetic N Ratan (Kapu) has dedicated his energy and resources for the development and welfare of the public.

Dedicated person like Kapu should be elected as public leader as he can definitely work to bring development not only in Heingang AC but also in the entire State, he said.

In the last 15 years, there has been no development in the entire constituency.

It is a pity to witness such scenario when the elected leader was a Minister, said Lokeshwar.
