Imphal, October 15 2013:
Taking a cue from Health Department which has own blue print with regard to construction of buildings of its health centres like Community Health Centre (CHC), Primary Health Centre (PHC) or Primary Health Sub-Centre with minute details, Education Department has also taken up steps for preparing similar blue-print of its own in connection with development of the existing Government school buildings and their infrastructure.
According to information received by Hueiyen Lanpao, preparation for a blue-print in connection with construction or development of various Government school buildings under the Education Department has been initiated as part the of the efforts being made by Education Minister Moirangthem Okendro to improve the education system in the State.

Along with getting the approval of Chief Minister O Ibobi Singh, discussion has already been started for preparing the blue print.
Sources pointed out that transfer and posting of teachers in Government schools is being carried out in Manipur from time to time under the concerned Department and the problem of accommodation is one problem most teachers have to confront when they are posted at schools located in far flung areas.
So, apart from other issues, the blue print which is being prepared by the State Education Department would pay special attention to solving this problem through ensuring construction of necessary staff quarters for all the Government schools.
This problem of accommodation is even more serious for lady teachers.
Even if male teachers can put up in some rented rooms or houses in the area where they are posted for duty, it is not an easy task for the lady teachers.
So, the blue print on development ofGovt school buildings would ensure that this particular problem faced by the lady teachers is resolved for once and all.
Moreover, most Government schools in Manipur encounter the problem of absence of quarters for the chowkidars, proper toilet facilities for students and other inadequate infrastructure, and lack of regular maintenance has led to crumbling down of class room walls, overgrown campus, etc.
So, cleanliness of the school campus and classrooms is another concern in most Government schools.
All these problems would be taken care of at the time of preparing the blue-print by the Education Department.
As Health Department has its own blue-print, it has become mandatory to ensure keeping of separate rooms for various health care facilities like labour room, ante-natal or post-natal sections, OPD, operation theatre, etc at the time of constructing the buildings of health centres, whether it is the Community Health Centre (CHC), Primary Health Centre (PHC) or Primary Health Sub-Centre (PHSC).
Maintaining proper cleanliness in all the health centres is another important aspect highlighted in the blue print of the Health Department.
So, how the Education Department can learn and emulate from the blue-print of the Health department to address all these concerns at the time of preparing its own blue-print for construction of Government school buildings is being worked out.
Education Minister M Okendro is believes that this is a good step towards realising his mission of bring about a change in the education system of the State and he is leaving no stone unturned towards ensuring that the Education Department has its own blue-print for development of health care centres, the source added.
