Imphal, September 04 2014:
Joint Committee on Inner Line Permit System (JCILPS) turned down an invitation from Chief Minister Okram Ibobi to discuss the issue of ILPS implementation in the State today.
Speaking at a press conference held at its office, JCILPS Convenor Ibotombi Khuman said that they received the invitation on September 1 .
The matter was discussed in a meeting of the committee held on September 2 and it was resolved to inform the Government that they would not attend the meeting if JCILPS executive member Advocate Arjun is not released unconditionally.
He added that it had been informed to the Government that Committee wanted Advocate Arjun to take part in the meeting.
Ibotombi said that as the Government failed to release the Advocate till noon, they did not turn up in the meeting scheduled for 2 pm today.
Saying that the Committee had decided to intensify their agitation in the coming days, Ibotombi said that they would relaunch verification drives of non-locals at various localities with the help of the local clubs and Meira Paibis from tomorrow.
Non-locals who do not possess valid identity proof documents would be expelled from the respective localities, where they are staying, he added.
He added that the Committee had already imposed ban on movement of non-local scrap collectors, labourers and salesmen without proper identity documents.
Regarding future agitations, Ibotombi urged the students, local club members and Meira Paibis to stage protest by making human chains in their respective localities on September 8 .
He also urged the public to stage mass sit-in-protests during day time and torch rallies at night on September 10 .
Committee Co-Convenor Khomdram Ratan said that although people are campaigning for a genuine cause, the State Government is probably not taking the matter seriously and trying to divert the issue by giving baseless statements.
Co-Convener DK Moirancha said that a task force of the JCILPS has been formed to monitor the entire non-local population of the State.
The task force would check movement and staying of non-locals, who do not possess valid identity proof documents, at different localities, he added.
Co-Convener Somorendro Thokchom appealed to every section of the people in the State to stand united and raise a collective voice to save the indigenous people of the State as well as for the implementation of ILPS.
Committee Women Wing Convenor L Nganbi Leima said that the State Government is showing dishonesty to the people on ILP issue and trying to divert the issue as well.
She said that JCILPS has conducted surveys in various parts of the State including Ima market and prevented non-locals from staying in the top floor of Ima market.
