Imphal, July 31 2013:
The move of the police seeking to declare Sapam Kangleipal as proclaimed offender through a Court has been strongly objected by the father of Kangleipal today.
A hearing was conducted by the Chief Judicial Magistrate, Imphal East today based on a report placed by the SDPO of Porompat PS, RK Khomdon seeking to declare Sapam Kangleipal as proclaimed offender for making an escape from Room No 2 of JN Hospital Security Ward after breaking the window's iron bars in the intervening night of December 28 and 29, 2008 .
Prior notice was given to the family of Kangleipal before conducting the hearing.
Acting on the directives of the Court's notice, the family of Kangleipal raised objection to the move.
Contending that the police report was unsubstantiated, Advocate N Mahendra, counsel for Shyamsunder Sapam, father of Kangleipal, prayed before the Magistrate not to initiate subsequent proceedings on the case.
He also said that the police should conduct investigation on the escape from the jail afresh.
The advocate said that Kangleipal was admitted to the hospital due to severe torture while he was in custody.
He was chained and the window of the room where he was kept was firmly secured with iron bars and grills.
No evidence (including photographic) of Kangleipal breaking the bars and escaping has been substantiated by the police in the report, the advocate contended while adding that there has been no evidence of seizure of broken window bars by the police.
However, the CJM, Imphal East order on the hearing is not available yet.
It may be recalled that Sapamcha Kangleipal, the then president of Manipur Forward Youth Front (MAFYF) was arrested by a team of Imphal PS from Manipur Press Club on charge of sedition on May 7, 2008 .
