Fake Encounter 2012: Nine including 2 civilians killed

Imphal, December 31 2012:
At least nine people were killed in alleged fake encounters by security personnel during 2012 .
Among the nine victims, two were civilians while the remaining seven, though, had connections with certain UG groups earlier were leading normal life when they were killed.
In the latest incident which took place this afternoon, a ZUF cadre was killed by personnel of 10 AR.
The ZUF cadre identified as D Gamsingam Dangmei (18), s/o Gangdi Dangmei of Noney Bazaar was reportedly picked up along with one of his friends by personnel of 10 AR yesterday at around 10 pm from Lukhambi waiting shed under Noney Police Station.
But he was found dead at a spot in between Langdangmei and Shangji village.
On May 9, 2012, three persons, who were connected with proscribed MNRF were gunned down by personnel of 23 AR at around 11:30 am at Langkhong-Chadong under Litan Police Station in Ukhrul district.
Family members of the deceased trio identified as Laishram Nobin (42), s/o L Shyam of Tungkhong Awang Leikai; Ningthoujam Ingocha (42), s/o late N Pashot of Tungkhong Awang Leikai and Irengbam Roshan (27), s/o I Ibopishak of Khagempali Pankha, claimed that they were handed over to AR personnel for surrendering.
However, AR asserted they were killed in shoot out and one M 16 Rifle, 50 live rounds, 1 lethod launcher and three lethod shells were recovered from their possession.
A former cadre of PREPAK who had already surrendered and laid down arms to IGAR (S) during a 'home coming ceremony' at Mantripukhri was killed in an alleged encounter by Imphal East District Commandos on September 16 at around 8:55 pm at a place adjoining Yaorabung and Kharashom road under Lamlai Police Station.
The deceased was one Takhellambam Govind (22) alias Atomba, s/o T Dara of Takhel Mamang Leikai.
Two cadres of PREPAK who had also surrendered to the IGAR(S) were killed in an alleged encounter by personnel of 10 AR on September 19 near a bridge in Phayeng Don Bosco, Kadangban.
They were Oinam Halloba (24), s/o O Tomchou of Keibul Lamjao Chingmei Mayai Leikai and Laishram Kanankumar alias Tomcha (22), s/o L Kunjo of Moirang Khunnou Makha Leikai.
Family members of L Kanankumar claimed that he was a civilian and his aunt had sent him to Imphal for some work but he never returned.
On the other hand, AR personnel countered that one AK 47 Rifle, 28 live rounds, one point 32 Pistol, three live rounds, two Hand Grenades and one IED were recovered from the passion of the slain persons.
One person was killed by Imphal West District Police Commandos in an alleged encounter at Lamdeng Khunnou under Lamshang Police Station on October 2 at around 5:40.Family members of the slain person identified as Thiyam Rame (42), s/o late Th Mani of Irom Meijrao Mamang Makha Leikai, claimed that he had been picked up by some police personnel in civvies from his house while he was sleeping with his son Luwangamba (13).He was dragged away wearing only a loin cloth but his body was found clad in a half pant and a T-shirt at the morgue.
In another case of alleged fake encounter, Hijam Babu (32) Assistant Secretary of PLA, was captured by a team of security personnel who came riding a motor bike and a Bolero on November 5 from Andro Kharam Leikai and was later found shot dead at Nunghar village along Jessami road in Ukhrul on November 5 .
