State fails in Hindi Promotion Scheme

Thanks to apparent lack of administrative initiative, the Central-sponsored hindi promotion scheme for non-Hindi speaking states has been literally given a premature burial in Manipur.
Under the Ministry of Human Resource Development, Development, Department of School Education and Literacy launched a special scheme for promotion of the national language for which requisite number of Hindi teachers was supposed to be recruited with the Central Government bearing all the expenses.
Consequently, Government of Manipur adopted the scheme in the 9th Plan period and carried out Hindi graduate and elementary level teachers' recruitment for Government and aided schools in Manipur.
Along with the fund allocation from the Ministry of Human Resource Development the initial period of the scheme was implemented smoothly but the scheme had to be abolished from February 6, 2002 following the State Government's failure to send the mandatory proposal to the Centre for including the said scheme in the State's 10th Plan subsequently resulting in the abolishment of the Central-sponsored scheme, informed an official source.
The State had another opportunity to revive the Scheme when the Ministry sought a fresh proposal for submission within July 31, 2012.Consequent to the Ministry's directive, which included detailed information on the amount for the Hindi teachers' salary, the Directorate of Education (Schools) reportedly completed preparation/compilation of relevant details but the said proposal could not be forwarded to the Ministry of Human Resource Development thereby ending the scheme.
