ATDUM submits memorandum

The Rights Movement Committee (RMC) of All Tribal Disabled Union Manipur (ATDUM) had submitted a memorandum to the minister of Manipur Social Welfare Department on July 11 urging her for bringing about an effective District Social Welfare Officers (DSWO) in the various districts of Manipur.
.MChaoba Singh, the current incumbent District Social Welfare Officer (DSWO) of Chandel district is due to retire on July 31, 2014.On account of him rendering satisfactory service towards the welfare of the society and in the interest of the concerned citizens of the district, the social welfare minister is urged to extend the service of M.Chaoba Singh by a period of one more year.
"The current District Social Welfare Officer (DSWO) of Churachandpur district, Senapati district, Tamenglong district, Ukhrul district and Saitu Gamphazol are held by in-charge appointees.
It is in the best interest of the welfare of the community in the concerned districts that such office of DSWOs be upgraded or changed to full-fledged DSWOs possessing the requisite and full powers to effectively discharge their duty without any inhibition," the memorandum said.
Further, the ATDUM said in order to usher in an effective DSWOs the present system of appointing such officials may be regulated with the condition that such DSWOs shall be a local residents of the respective district from where they got appointed.
It then said appointees residing at districts outside where they are appointed failed to effectively understand, address and earnestly protect the interest of the concerned residents of such Districts they tended after, it added.
