The Joint Action Committee Against (or) Concerned Over Pabram HEP today submitted a memorandum to the Chief Minister demanding to uphold and secure the rights of the people.
The memorandum stated that the State Electricity Department and North Eastern Electric Power Corporation (NEEPCO) had signed a memorandum on August 28, 2014 for construction of the proposed Pabram Hydro-Electric Project without giving prior information to the people living along Barak river.
Detailed Project Report (DPR) and Environment Impact Assessment (EIA) were not made available to the villagers.
Awareness or sensitization programmes were also not initiated.
19 villages will be severely affected by the project, the memorandum said.
Villagers will not allow the construction work to begin without the consent of the villagers and DPR, EIA, Social Impact Assessment (SIA) and Gender Impact Assessment (GIA) should be made accessible, it added.
Condemning the alleged inconsiderate attitude of the Electricity Department which had signed the memorandum without giving prior information to the villagers, the memorandum stated that the project has been planned with utter disregard to the Constitutional rights of the people under Article 371(A) of the Indian Constitution and also violated human rights and indigenous people's rights.
The memorandum also said that the villagers will stand unitedly against the State Government's step to seize the land of the villagers.
