Imphal, September 10 2014:
Condemning the statement made by the Principal Secretary (State Home), Dr Suresh Babu, JCILPS said that Suresh Babu's statement which was published on today's local dailies has misinterpreted the meaning of ongoing pro-JCILPS movement.
In a press release, JCILPS said that his statement has given a wrong meaning to the JCILPS movement.
The press release added, Suresh Babu had stated that JCILPS was against non-locals and it exhibited wrong use of power, which created a despicable image of the State.
His statement directly provoked the people of mainland to threaten and give ill treatment to the Manipuris living in mainland India.
JCILPS said that it is very unfortunate for the indigenous people of the State that Suresh Babu's statement has given communal meaning to the ILPS movement.
JCILPS questioned whether he knows that there are many Manipuri people, who are living in different parts of India.
They are ill treated and assaulted every now and then.
He further questioned he had not heard and read the news about Manipuri students and people working in mainland India are being assaulted, molested, raped and even killed.
Suresh Babu's statement has provoked hatred and instigated crimes against Manipuris and the people of other Northeast States living in metro cities and other States of India.
It is the duty of the State Government to safeguard its people who are living in the State and mainland India.
Suresh Babu must be held responsible if any untoward incident or hate crime happens against the Manipuris living outside the State.
The current movement does not mean to impose ban on entry of non-locals to the State but to regulate their entry by allowing to those non-locals who possess identity cards or necessary documents.
This movement is the right of all the indigenous people of the State as it has been demanding the implementation of ILPS in Manipur in a democratic manner, the press statement added.
The Home Department must know that the non-locals who have been pulled up by JCILPS volunteers have never been hurt and have been handed over to the concerned Police Stations.
However, there has been a case in which a Police Station refused to take few non-locals.
They were pulled up in a verification drive conducted by the JCILPS volunteers.
If the State Home Department feels that the demand of JCILPS is too much to ask for and it brings down the image of the State then what about Mizoram, Nagaland and Arunachal Pradesh where ILPS was implemented long time back, the press release questioned.
Representatives of JCILPS understands that they have agreed to a discussion with the State Government which was scheduled on September 8 .
However, they didn't turn up due to an ugly incident which happened at JCILPS office, Nongmeibung on September 8 .
The alleged high-handedness of Additional SP, Y Victoria and her disruption of a crucial meeting on ILPS movement and arrest of 12 members of JCILPS were highly condemnable, it added.
The State Government should not have any problem with the JCILPS movement as it has only built its own task force to safeguard and sustain the indigenous people of Manipur democratically.
As it is the Government's duty to check influx of non-locals, they must acknowledge the movement of JCILPS for making the Government administration much easier, he concluded.
