Ex-ADC Member clarifies on inclusion of non-tribals as ST in MGNREGS job cards

Tongsin Willingson, ex-Member ADC Member, Tongsin Willingson has clarified regarding the role and involvement of Autonomous District Council Members on the inclusion of 76 non-tribal/ Non Permanent Residents of Manipur and ILP Card holder, Temporary Businessman in Manipur as tribal in job cards of MGNREGS.
In a release, Tongsin Willingson stated that though in many parts of Manipur particularly in valley area the MGNREGS is implemented by the Parishads/Pradhans, in the hill districts the scheme is executed by the Office of DRDA-Deputy Commissioner and SDOs in Block Level.
He continued that despite numerous petitions, the State Government is not in the position to devolve this power to the ADC and at present, the ADC is like a small agency of TA & Hills Department.
"Therefore, none of the Members of ADC are aware of such inclusion of Non Tribals as Scheduled Tribe in job cards of MGNREGS in Chandel district, since it had been implemented by the DCs, SDOs and staff of DRDA", he added.
The ex-ADC Member also alleged that the persons involved in the particular case would be the people who had verified the documents, carried out the transaction of funds and other related activities.
"The devolution of DRDA power to District Council is the need of the hour, if the State Government really wants to deliver good governance in the State from grassroot level", he asserted.
