ATRPFM draws Najma's attention

The All Tribal Rights Protection Forum Manipur (ATRPFM) has submitted a memorandum to Governor Dr Najma Heptulla seeking the Governor's intervention into an office memorandum issued by the Principal Secretary, Revenue on August 26, 2008 .
According to the memorandum, all matters relating to creation of districts, subdivisions, tehsils, villages and alteration of boundaries were allocated to the Revenue Department in violation of Article 371C of the Constitution.
The office memorandum also mentioned that any order issued under the provisions of the Manipur Village Authorities in Hill Areas Act 1956 regarding recognition of hill villages shall be void ab-initio.
The ATRPFM Manipur contended that the particular office memorandum is illegal, arbitrary, unconstitutional and discriminatory against hill people.
All matters related to recognition of villages in valley areas are to be dealt by the Revenue Department but not in hill areas as the Manipur Land Revenue and Land Reforms Act 1956 is not extended to hill areas of the State, it asserted; All matters relating to hill areas are to be dealt with by the Hill Areas Committee of the Manipur Legislative Assembly Asserting that the impugned officer memorandum must be revoked in the interest of justice, the ATRPFM sought immediate intervention of the Governor into the matter.
It also conveyed gratitude to the Governor for her support to the demand for entitling ADC employees to monthly pension.
