Imphal, April 30 2020:
Welcoming BJP Manipur Pradesh vice-president Jotin Waikhom's demand for a CBI enquiry into anomalies in distribution of NFSA and PMGKAY rice in Thangmeiband AC, local MLA Kh Joykisan has urged the BJP vice-president to persuade the State Government to come out with an official announcement for an enquiry into alleged misappropriation of PDS rice.
Speaking to media persons at his Khoyathong residence here today, Kh Joykisan asked Jotin Waikhom to persuade the Government to come out with an official announcement for a thorough enquiry into the complaints raised in different parts of the State including Thangmeiband AC about not getting PDS rice to the full quantity.
Pointing out that the incumbent Government is led by BJP of which Jotin Waikhom is the vice-president, the Congress MLA appealed to the BJP State unit vice-president to suggest the Government and get relevant orders issued to carry out what he wishes.
The cost of the whole quantity of rice sanctioned by the Prime Minister in view of the country-wide lockdown compelled by the COVID-19 pandemic is borne by public funds which belong to all the citizens of the country, not out of BJP's party fund.
The rice sanctioned by the Prime Minister is meant to distribution to poor and needy people, not to those rich people living in multi-storeyed building.
Referring to Jotin Waikhom's assertion that people living within polling stations starting from 9/36 to 9/39 did not get any rice, Joykisan urged Jotin to identify the families/individuals who have not yet received PDS rice.
Even before distribution of PMGKAY rice started on April 2, rice was distributed to all the people who came out at Alu Gali irrespective of whether they hold beneficiary cards or not, Joykisan said.
As suggested by community leaders of polling station no 9/40, rice was distributed at Kalibari.
Likewise, as desired by the Sikh Samaj, 50 bags of rice were donated to the community instead of distributing to each family, Joykisan continued.
When the Thangmeiband COVID-19 relief committee geared up to second round of rice distribution among the Marwari community, they offered to help the committee and donated onions and cooking oil.
Saying that some people were selling off rice which was distributed on April 2, the Marwari community appealed not to distribute any more rice.
When the relief committee asked if there was any requirement, the Marwari community said they needed vegetables.
As such, five vegetable items were packed and distributed to 396 families, Joykisan said.
Saying that he felt elated on seeing family members of Jotin Waikhom among the people who received rice and dal distributed on April 1, Joykisan asked everyone to inform him if anyone was left out.
Regarding non-distribution of dal under PMGKAY, Joykisan cited the concerned Minister who reportedly told that the Government has been asking for an additional quantity of dal from the Centre as the existing quantity would not be enough for distribution to all NFSA card holders and non-card holders.
PMGKAY is a scheme meant for economically weaker sections, not for every section of society, Joykisan added.
