Govt withdraws award from accused cop

After AMSU pointed out that a police officer arrested in a drug trafficking case in 2013 has been named for the Manipur Chief Minister's Police Medal for Gallantry, the State Government has withdrawn the award and instituted an enquiry into the matter.
According to a release of the Home Department issued late in the evening of August 16, the State Government while acknowledging the act of AMSU in bringing the matter to the notice of the Government, announced the action taken with regard to the matter.
Apart from withdrawing the award from Bheishamayum Debson Singh Sub Inspector of CDO/IE, the Government announced that an enquiry committee has been constituted with IGP (Int) K Radhyashyam Singh as the head and to look into more details.
Inspector E Roshan Singh, Reader to SP/IE, who was found responsible for lapses in the initial processing has been placed under suspension.
SP/IE has suspended Bheishamayum Debson Singh for concealing the drug seizure case pending against him, the release stated.
Meanwhile, the drug seizure case of 2013 against 15 people is under trial before the Special Court ND & PS (Fast Track Court) Manipur.
Out of the 15 people, 11 are police commando personnel including suspended Sub-Inspector Bheishamayum Debson Singh.
The chargesheet for the case has been submitted by CBI ACB Kolkata.
According to a reliable source, Sub Inspector Bheishamayum Debson was reinstated in service in 2016.The case is still going on and the Court is hearing the prosecution witnesses in the case.
As of February 25, statements of 13 prosecution witnesses have been heard by the Court but due to the COVID-19 pandemic further hearing has been delayed.
Prosecution witness number 14 is Deputy Commandant of 1st Manipur Rifles Yengkhom Chandramani.
After the Special Court ND&PS (Fast Track Court), Manipur was established exclusively to deal with drug cases and facilitate speedy trial of offences relating to narcotic drugs and psychotropic substances (ND&PS) on April 10, 2018, the case was transferred to the Court from Special Court ND&PS Thoubal on June 30, 2018 as per the instruction from Manipur High Court.
In May 2013, the then Congress Government following a Cabinet decision and handed the case over to the Central Bureau of Investigation.
It may be mentioned here that 11 Manipur Police Commandos, including Beisamayum Debson of Singjamei Bheigyabati Leikai and Jamadar H Premananda of Iramsiphai, who were attached to the Moreh Commando Unit were arrested by a team of Thoubal District Commando at Pallel outpost on April 28, 2013 while they were trying to smuggle drugs from Moreh in two Maruti Gypsy SUVs wearing CDO uniform along with service guns.
During police interrogation, the arrested commando personnel had revealed that they had only carried the task as per the order of their superior officer Rajkumar Binodjit, then Officer-in-Charge of Commando Moreh.
Binodjit was later arrested on May 10, 2013 .
During interrogation he revealed the names of two other associates.
Following which police raided the house of Mohammad Ali of Lilong Leihaomakhong.
