Shyam decries MLA's slandering efforts

CAF&PD Minister Karam Shyam has decried Khurai AC MLA Leishangthem Susindro (Yaima) and the JAC's efforts to slander his image.
Speaking to media persons at Lilong Chajing Mairenkhong community hall today, Shyam said that he is compelled to come out with a clarification as the MLA and the JAC constituted against the bomb attack at the MLA's residence have been making all kinds of malicious, incoherent and baseless statements against him in connection with the loss of six months' quota of subsidised rice entitled to the people of Khurai AC.
"I am compelled to set the record straight as my supporters, particularly the people of Langthabal AC have started questioning my silence on the matter", said the CAF&PD Minister.
"Although MLA Susindro did once tell me on the sideline of a function that Khurai AC did not receive six months' quota of NFSA rice, he did not lodge any complaint to officials concerned regarding the matter", Karam Shyam said.
Nonetheless, the transport contractor concerned was enquired about the matter and an enquiry was conducted by a committee headed by the CAF&PD Commissioner.
"The committee has already submitted its report.
Let the higher authority take the next course of action for it is no longer in my capacity", Shyam said.
Against the 24 months from April 2017 to March this year, rice quota for 18 months were distributed to the people of Khurai AC.
But people did not receive any subsidised rice from October 2018 to March 2019.Out of two months' quota of rice lifted from godown in September 2017, MLA Susindro allegedly swindled one month's quota in cahoot with his nominee, according to the As for the six months' quota of rice which have been delivered to the people of Khurai AC, the transport contractor lifted and put it in his custody after paying necessary bill.
One month's quota of rice allotted to Khurai AC is 1688.55 quintals and its bill is Rs 5,06,565 .
So the total cost for six months' quota of rice is 30,39,390.However, neither the MLA nor his nominee paid this amount to the transport contractor.
"People of Khurai AC ought to know whether it is me, MLA Susindro or the transport contractor who is stealing subsidised rice", Shyam said.
NFSA rice cannot be obtained on credit and it is unlikely that the beneficiaries of Khurai would have obtained the subsidised rice on credit.
Images of the MLA holding a large bag of cash uploaded in social media recently as if he is ready to pay for NFSA rice only testifies that due bill for six months' quota has not been paid, asserted the CAF&PD Minister.
Moreover, the MLA deducts of one Kg of rice from each and every PHH card holder and AAY card holder every time when subsidised rice is distributed.
The total quantity of rice deducted by the MLA every time rice is distributed is 634 quintals, he said.
There were instances when the MLA threatened the transport contractor to deliver Khurai AC's rice quota to the godown located near his residence.
According to rules and norms, the State's share of rice would get lapsed if it not lifted from FCI godown.
Likewise, if any rice quota is not lifted from FCS godown within 15 days of issuing allocation, it would get lapsed.
Moreover, utilisation certificate of the previous allocation should be submitted before initiating due process for lifting the next month's quote, elucidated the CAF&PD Minister.
However, some people have been feigning ignorance of all these rules and they been shouting on the streets just to cover up their faults and blame others, he remarked.
He then appealed to all concerned to pay bills in time and distribute rice to public regularly by submitting utilisation certificates of preceding months regularly.
The incumbent Government is a coalition Government.
Disparaging one member by another only exposes the particular member's lack of political ethics.
"The matter may be taken to the Assembly by raising a privilege motion or a defamation suit can be filed in Court but as of now I haven't decided to go that far", Karam Shyam said.
"Nonetheless, if the MLA and the JAC continue to hurl baseless allegations against me, I may be compelled to take up befitting action", he added.
