Cabinet not competent authority to approve budget for ADC: TYCM

The Tribal Youth Council, Manipur (TYCM) has said that the Cabinet is not competent to give approval for separate budget for Autonomous District Council without referring the matter to the Hill Areas Committee.
In a statement TYCM said that by virtue of the mandatory provision of Article 371(C) of the Constitution of India and Item (2) of the Scheduled matters of the Manipur legislative Assembly (HAC) order, 1972, the functioning and the Constitution and power of the District Council in the Hill Areas is absolutely within the purview of the Hill Areas Committee.
"As such it is the Hill Areas Committee to devolve the power/discussed and to submit plans in respect of the Autonomous district Council in the Hill Areas.
The State Govt and the Cabinet has nothing to do against the provision and the Article referred above.
Otherwise approving separate budget for the Autonomous District Council by the wrong forum is ab initio void and is not binding," the TYCM said.
The TYCM also appealed the Hill Areas Committee to submit separate budget in favor of the Hill Areas of Manipur during the current session of the Assembly.
Regarding the computerization of land records in respect of Churachanpur district, as published on April 21, computerization of land records must be done by the Hill Areas Committee and not otherwise, it added.
