Government to identify BPL families in state

A cabinet meeting of the SPF government held today decided to send an official team of the state government led by the Chief Secretary to participate in the scheduled June 30 talks between GoI, GoM and UNC at Senapati district HQ .
The cabinet meeting commenced at 4 pm at the Chief Minister's secretariat under the chair of Chief Minister, O Ibobi Singh.
After a thorough discussion, it decided to send an official team led by Chief Secretary, DS Poonia for talks with the UNC on June 30.Among others, Commissioner (Home) LP Golmei will be included in the team, the government's spokesperson N Biren said.
An official team of the Union Ministry of Home Affairs will represent the GoI in the proposed talks which would focus on the demands of the UNC.
The talks will be a bilateral one as the Union government will only facilitate in the meetings and partake only in the capacity of an observer, Biren added.
Earlier, it was a "tripartite talk", the spokesperson said asserting that the UNC is a civil organization of the state and it is the bounden duty of the government to hear their grievances.
Other agendas like recruitment of 600 teachers under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA), the conduct of a survey to verify BPL (Below Poverty Line) families, payment of compensation to injured victims of the bomb blast at the temporary ADC office at Khuman Lampak were also discussed and approved by the cabinet.
The cabinet, while discussed on the marks to be given for viva voce in the recruitment of 600 teachers under RMSA programme, decided to review its earlier decision of the marking system by a DPC.
The total marks to be awarded in the viva voce will be five.
Earlier, it had been pegged at 15 .
A system to conduct teachers' eligibility test every year for aspirant candidates will be introduced in the state.
A decision in this regard has been taken by the cabinet, minister Biren said, adding that the Board of Secondary Education Manipur will conduct the eligibility test.
Persons unable to clear the eligibility test will not be allowed to apply for the post of teachers, he asserted.
A survey for re-verification of BPL families in both urban and rural areas of the state would be conducted from October 2011 .
Cabinet approved the constitution of a committee to be chaired by the Chief Secretary, the spokesperson said.
Further the cabinet decided to compensate injured victims of the bomb blast near the temporary ADC office at Khuman Lampak Sport Complex.
' 2 lakhs will be compensated to the seriously injure mother and ' 1 lakh each to her two children injured in the blast as per the cabinet decision.
The spokesperson said, the cabinet also decided to earmark ' 30 lakhs for payment of compensation for land affected by the construction of a police training centre at Jiribam, ' 3 crores to compensate land owners to be affected by the expansion of the road from North AOC traffic point to Minuthong.
The cabinet also decided to handover the road maintenance work of the Thanlon to Phaibung road to the BRO and extension of the service period of Principal Secretary Chongloi for one year, N Biren added.
