The relevant Act and rule do not permit opening of kiosks or selling any item on foothpaths, said Imphal Municipal Council (IMC) Assistant Engineer Menaka Chingsubam.
She said that in Manipur, people usually interpret the meaning of street vendors wrongly.
Street vendors are those who earn livelihood through sale of different items on the streets without giving any disturbance to the shoppers and commuters, she added.
However, the situation is different in Imphal market as a large number of street vendors block the footpaths and sell their items, she added.
Such practice not only disturbs commuters but also gives lots of inconvenience to IMC workers who are responsible to keep the city neat and clean, Menaka added.
Saying that cleaning of garbage and brooming of streets and marketplace start from 4 am in Imphal city, Menaka said that such dedicated efforts of IMC staff do not yield any result due to the presence of large number of street vendors from the wee hours everyday.
She said that unlicensed street vendors could sell their items at temporary market shed till the area is used as parking lot from 7 am.
She also clarified that all the items seized from street vendors by IMC staff are dumped at IMC dumping site.
