Health Dept too defies Cabinet decision

Even though the Department of Personnel and Administrative Reforms, following a Cabinet decision last year, issued an order whereby interviews were cancelled for appointment of grade III and grade IV posts in various Government Departments, the State Health Department has allegedly disregarded the order by deciding to go for viva voce/interviews for necessary appointments.
On the other hand, many quarters have also criticised an order issued by the Director of Health Services on January 2 which notified that the Department will also recruit Tutors (grade pay Rs 4300) even though recruitment to this post should be done by the MPSC.
It may be mentioned that the Central Government, in a a bid to eliminate corruption, had made the decision to do away with interviews during recruitment to grade III and grade IV posts, apart from sending necessary notifications to the respective States.
According to a reliable source, a State Cabinet meeting was held on March 24 last year regarding the said development and during the meeting it was decided to exclude interviews from recruitment to grade III and grade IV posts under the State Government.
The source continued that the Department of Personnel and Administrative Reforms issued a notification in this regard on March 28 last year to all the Departments concerned.
However, the source claimed that in the notice issued by the Director of Health Service on January 2 for recruitment of lower division clerks, 20 marks is set aside for interview/viva voce in the examination scheme.
The examination scheme also properly explained that l/5th of the candidates who pass the written test will be selected for the interview.
This has led to many criticising the notice and many are questioning if the Director of Health Services is above the Cabinet, the source added.
On the other hand, the first column of the notice issued by the Director of Health Services on January 2, mentions the recruitment of 12 posts (7 UR, 1 OBC/MP and 4 ST) of tutors.
The source explained that the grade pay of a tutor is Rs 4300 and they are regarded as class II gazette officer, informing that posts similar to this grade pay, namely section officer grade I and section officer grade II of Engineering Departments, are recruited by MPSC.
Similar grade pay posts namely Child Development Project officer in the State Social Welfare Department, are also recruited through MPSC, the source explained adding that other posts like SDO grade I, SO grade II, SDO as well as other similar grade posts are recruited through MPSC.
However, now questions are being raised as to why the recruitment to the posts of tutor is being done by the Health Department instead of MPSC, and many are also starting to doubt if the recruitment process will be transparent at all, the source added.
For every 7 female nursing teachers, there should be 3 male teachers according to Indian Nursing Council guideline, and many are asking if the said guideline will be followed during thi recruitment process.
