DoNER team leaves Imphal, says development works in state satisfactory

A high level central team of the ministry of Department of Northeast Region (DoNER) that arrived here Monday to inspect and review development works which have been funded by non-lapsable central pool of resources (NLCPR) has left today Imphal after having done the job.
The team convened a high level meeting at old secretariat conference hall here before taking off for New Delhi.
The purpose of the visit of the high level central team was to inspect various development works being initiated with funds
from NLCPR.
The visiting team began its inspection tour with a visit in the morning today to the sites of Thoubal Project, Maphou Dam, Kharsom River Bridge, Capitol Project, City Convention Centre, Sewage Project etc.
which are all being implemented with funds from non-lapsable central pool of resources.
The ongoing development works in the state are satisfactory and performance for the works have improved in the last two years, said DoNER secretary Jayati Chandra on the sideline of the tour program.
135 projects have been sanctioned to Manipur.
Works for which began in 2000 with an initial sanctioned amount of Rs 1119 crore.
46 projects have been completed and some other projects are waiting to be commissioned while the remaining projects are under progress on a war footing, she added.
For this year too, Rs 100 crore have already been sanctioned by the central government under non-lapsable central pool of resources, the DoNER secretary informed, adding that a proposal for the creation of 300 primary schools, including schools under ADC, has been communicated to the state government.
Manipur government should consistently and qualitatively communicate by sending utilization certificate and DP to the Central government so that unnecessary delay in the funding could be avoided and the projects could be completed well in time, said the visiting team.
On the introduction of helicopter service in Manipur, and other inaccessible Northeast region, which has hit operational bottleneck, the visiting DoNER team said that the issue is under review following the incident in Arunachal Pradesh on April 30 in which a copter crash in high altitude Tawang region killed the state chief minister with half a dozen other who traveled with him.
It is expected to take some more time before the Aviation ministry clears for the operationalization of helicopter service in Manipur and other Northeast states, the team said.
Before the team left Imphal, it engaged in a closed door high level meeting with top officials of the state government at old secretariat conference hall.
The visiting central team was led by DoNER secretary Jayati Chandra and included joint secretary PK Patnaik and directors of the ministry Dr.Udal Sankar and PR Mishra besides Dr.MC Mehenathan, director ministry of home affairs (Northeast in-charge), Vandita Kaur, director (PF-1) ministry of finance and SN Bromho Choudhuri, advisor planning commission.
