Chief Minister N Biren Singh has claimed that the State Government has been able to bridge the gap and eliminate the mistrust between the hills and the valley and bring tranquility in the State.
He made the claim during the discussion on the motion of thanks on the Governor's address in the ongoing Manipur Legislative Assembly session today.
The CM said that the Governor's address mentions the positive development in the relations among the communities of the State and explained that the new BJP led coalition Government was formed at a time when the State and the people were experiencing grave issues like 630 days standoff at Churachandpur as well as the 159 days long economic blockade.
After analysing the issues plaguing the State, the Go to the Hills mission was launched and this attempt was immensely appreciated and well received by the people of various hill districts, he claimed.
Speaking about 7th Pay Commission, the Chief Minister admitted that there was no discussion about implementation of 7th Pay in the budget session and clarified that the Government is not trying to shy away from the issue intentionally.
It is apparent that the State does not have ample resources but the State Government is working tirelessly to satisfy the demands of the employees.
Around 75 percent of the work has been completed in the said regard, he added.
Biren said that aside from the lack of resources, the Government is also dealing with some past issues in connection with unethical recruitment of around 10,000 employees as well as debt of around Rs 500 crore, although he also clarified that he is not bashing the past.

Infrastructure development is a necessity, but development of infrastructure alone will not bring development.
The end goal of the Government is the welfare of its people.
With that in mind, the Chief Ministergi Sotharabasingi Tengbang and Chief Ministergi Hakselgi Tengbang were launched.
These schemes will cover more than 15 lakh people and the launch of these schemes has also resulted in the rapid decrease in the number of people and complaints during People's Day and Hill Leaders' Day, Biren claimed.
The Chief Minister informed that the State Government is taking up numerous measures for the welfare of the students studying outside Manipur.
People of Manipur staying outside the State will be registered in the newly launched website, www.cmmanipur.gov.in, and the State Government will urge the respective States (where the registered people are staying) to take up proper security and welfare measures for the said individuals.
The State Government will provide Rs 50,000 as compensation/aid to the students studying outside the State, if they are involved in any dangerous or threatening situation and the amount will increase upto Rs 2 lakh in case of extreme or unfortunate incidents, Biren said.
He conveyed that developmental works often lag behind in area which have insurgency problems and as such the State Government is trying to eradicate such problems through political means and dialogues.
The increase in the monthly stipend, one time grant and other benefits for the surrendered militants, were discussed in the State Cabinet and a proposal was sent to the Ministry of Home Affairs.
The Union Cabinet recently gave approval to the proposal, Biren added.
On the other hand, the Chief Minister said that the State Government will introduce cage culture system for fish rearing in the State.
Necessary funds have also been sanctioned for transforming Kangkhui cave in Ukhrul district to a tourist spot as well as for the construction of a viewpoint of Imphal city at Langol.
Biren continued that the Governor's address is concrete and rooted in bringing balanced development among the communities of the State.
The motion of thanks on the Governor's address was brought up by MLA P Sharatchandra and seconded by MLA Awangbou Newmai, before it was adopted by the House.
