Halt recruitment process of RIMS LDC until rectification in reservation quota: ATSUM

The All Tribal Students' Union Manipur (ATSUM) alleging 'continuous denial of the constitutional rights of tribal' urged the State Government and RIMS authority to halt the recruitment process of the 9 posts of Lower Divisional Clerk at RIMS and do the needful to rectify the reservation quota.
A statement of ATSUM signed by its general secretary, Seiboi Haokip said that the recent notification of recruitment of RIMS LDC is in 'complete violation of reservation policy' pertaining to recruitment to Group 'C' and 'D' posts in Central institutions.
According to Department of Personnel and Training's Chapter 2 of brochure on reservation, 'Except in Delhi, reservation for the scheduled Castes and Scheduled Tribes in case of direct recruitment to Group C and Group D posts normally attracting candidates from a locality or a region is generally fixed on basis of proportion of their population in the respective States/UTs.
Reservation for Other Backward Classes in such cases is fixed keeping in view the proportion of their population in the respective States/UTs subject to a limit of 27% and total reservation for SCs, STs and OBCs should not exceed 50%'.As such, the reservation quantum fixed for SC, ST and OBC in the case of Manipur is specified as 3%, 34% and 13% respectively, it said.
ATSUM has been consistently apprising the State Government to strictly adhere to and implement the reservation policy of DoPT effectively and conduct special recruitment for Scheduled Tribes for filling up of back log vacancies in all State departments and Central Institutions of Manipur, it said.
ATSUM further asserted that the Department of Personnel and Administrative Reforms (Personnel Division), Government of Manipur via its letter No 1/2/2015-Misc/DP dated June 28, 2016 had written to all the Heads of the Central Institutions of the State including RIMS to implement the reservation policy with reservation distribution of 3 % for SC, 34% for ST and 13% for OBC in direct recruitment to Group C and Group D.However, the continuous cry of the tribal populace for conduct of Special recruitment Drive for Scheduled Tribes and Implementation of the DoPT reservation policy in all the Central Government Institutions functioning in the State has been deliberately denied till today despite constant reminder, ATSUM said.
RIMS Imphal had also attempted to recruit 134 Multi Tasking Staff in 2016 with reservations - UR � 68, OBC � 36, SC � 20, ST � 10 (only 7.5 % for ST) which is not acceptable, ATSUM said and appealed State Government as well as the RIMS authority to halt the recruitment process of the 9 posts of Lower Divisional Clerk until rectification is done.
It will resort to "any kind of agitation to register our resentment and pain" if the reservation quota is not rectify, ATSUM cautioned.
