On district creation...NSCN (IM) gives it back to KIM

Strongly reacting to the stand ofthe Kuki Inpi, Manipur that it would oppose any move to withdraw or alter the newly created districts, the NSCN-IM today that it it was "extremely provocative which is completely baseless, hollow and an antithesis to the historical facts of the Nagas" .
In a statement, the NSCN-IM said that it is unfortunate that the that Kuki Inpi leaders are trying to distort history and mislead the people, when the Naga political issue is at a crucial stage.
Hitting out hard, the NSCN-IM stated that the Nagas cannot be represented by "refugees" to speak on their behalf, especially in context to Naga political issue.
According to the Naga outfit, the Kuki Inpi's expressions and statements are total negations of the sincere efforts of the Government of India towards finding a permanent and lasting peace in the North East India.
"It is on record that, the Government of India had paid Refuges Relied Fund to the Kukis of Manipur, under the initiatives of R Suisa and the Manipur Government which itself speaks volumes about the genesis and true status of the Kukis presently living in the ancestral land of the Nagas in Manipur," the NSCN-IM added.
The Naga outfit countered the claims of Sominthang Doungel, chairman, Political Affairs Committee of the Kuki Inpi of Manipur who staed that the Nagas were subjects of Kuki chiefs for centuries living in the ancestral land of the Kukis.
The outfit said that such false claims are a mere figment of his imaginations and a blatant attempt to distort the historical facts.
"These few leaders of the Kuki Inpi are guided by vested interests at the time when the larger populace of the Kukis of Manipur think otherwise and wish to uphold the age old friendly and peaceful relationships with the Naga landowners," it added.
According to the NSCN-IM, the signing of the historic August 3, 2015 Framework Agreement, the Government of India has recognized the unique history and situations of the Nagas and finding a political solution is to the benefit of all concerned.
"In such circumstances,- the Kuki Inpi will do best if it refrains from sounding more war cry to invite more spillage of blood and safeguard the peaceful relationships," said NSCN (IM) and referred to history to back their claim.
According to the NSCN-IM, a noted Naga leader, R Suisa, the first Naga Member of Parliament in the Lok Sabha of Indian Union during 1970s, while he was representing the hills people of Manipur, took up in earnestness the problems of the Burmese Chin ethnic Kukis refugees in Manipur with the Government of India.
"R Suisa successfully got gratuitous Refugees Relief Funds for the Kukis of Manipur by virtue of the Kukis being recognized as bona fide refugees.
The Refugee Relief Fund was sanctioned by the Finance Ministry of Home affairs GOI, Vide Memo P.3/9/66 and payment was made to the Kuki refugees through the State Govt, of Manipur Vide.
Memo No.01/R/RFL and the amounts of which were distributed to the Kukis refugees are-
1. First payment..........22 April, 1957
2. Second payment.....07 July, 1959.
3. Third payment.........28 February, 1966
4. Fourth payment.....

pointed out.
Quoting an order from the past, NSCN (IM) "the standing order of the President Manipur State Dabur, TA Sharp in his Order No.9 of 09.09 1933 declared that the Kukis shall pay annual House tax to the Chief of the Naga village a sum of Rs 6 per annum.
The standing Order of the President of Manipur State Dabar TA Sharp in his Order No.2 of 23.7.1941 declared that, the Kukis shall obtain prior permissions from Naga Village chief for settlement within Naga territory", the NSCN-IM press release added.
