'Most corrupt' slur on RIMS : Panel conducts spot inquiry for 2nd day

The three member committee appointed by High Court of Manipur, conducted spot enquiry at different wards of the Regional Institute of Medical Sciences (RIMS) for the second consecutive day today, in connection with irregularities in the institution as alleged by a post graduate student of the institute.
The committee, comprising of retired Additional Director Manipur Health Services, Dr N Kunjabihari, Registrar Administration, High Court of Manipur, N Rojit and Advocate Kh Tarunkumar, was appointed by an order of Division Bench High Court of Manipur on November 7 .
The committee was asked to submit its report on November 20 for hearing, after a suo moto case was filed on the basis of a newspaper report regarding a PG student of RIMS alleging serious irregularities and labelling the institute as the most corrupt hospital.
Today, the three member committee visited RIMS Administration block at around 11 am for enquiry regarding the multiple irregularity charges levelled against the institute.
The committee members visited and carried out enquiry at the medicine stores, non medicine stores, female medicine ward, male medicine ward, bio medical disposal area, isolation ward, psychiatric ward and collected their reports from the spot.
The members were accompanied by officers of RIMS Administration.
Yesterday, the committee members, in the presence of RIMS Director and the Medical Superintendent, carried out enquiry in different blocks of the institute, aside from inspecting the machineries and recording its present conditions.
It may be mentioned that the order was passed on November 7, by the Division Bench High Court of Manipur comprising of Acting Chief Justice N Kotiswar and Justice Kh Nobin, stating that the matter has been taken up by the High Court considering the issue to be of immense public interest and accordingly took up a suo moto case.
It stated that the capability of RIMS to render effective and proper health care services to the public, especially the poor and the underprivileged, has come under serious doubt due to the nature of the irregularities alleged in the news report.
The Division Bench order also directed the Director of RIMS to file an affidavit before the Court without fail, before November 20 in response to the allegations levelled against the institute irrespective of the independent enquiry by the appointed committee.
The Court further directed RIMS authority to clarify the allegations by filing an appropriate return to the Court and also directed the authority to give free access to the three member committee to all the departments and offices of RIMS as well as to all the official; documents of the institution related to the enquiry.
It also instructed the Director of the institute to give full cooperation to the committee.
