Imphal, December 11 2017:
The All Tribal Students Union, Manipur (ATSUM) said today that “tall promises” of the present Government sans addressing the issues of the tribal “is not a congenial indication” that the long pending charter of demands of the All Tribal Students' Union Manipur will be addressed with open arms.
“ATSUM, as an apex organization of the entire tribal populace is perturbed at the lackadaisical attitude and delaying the inevitable crux of the problems in education sector,” it said .
According to ATSUM, a preliminary round of discussion was held on September 27, 2017 at the Chief Secretary's Chamber along with various heads of department .
Following the positive response from the Government for prompt initiation of the charter of demands and on the condition that the second round of talk will be initiated on the arrival of the Chief Minister, the proposed general strike scheduled for September 28, 2017 was temporarily called off, it stated .
Subsequently, on the invitation of the Government, a team of ATSUM met the Chief Minister at his official residence on November 15, 2017 but due to hectic preparation for Sangai festival, it was tentatively fixed for December 4 or 5, 2017 with Education Minister and the Chief Minister before December 10, 2017 .
ATSUM said that, despite the fact that the Chief Minister had given proper instruction to the Education Minister for a threadbare discourse on all matters pertaining to education as the first round of talk and to be followed by the Chief Minister as final, the directive of the Chief Minister has been belittled and the tribal leaders coming from district headquarters left in a humiliation with no official invitation .
ATSUM neither wants to resort to any hostile action nor is interested in inciting any wanton display to cause uproar in the State but if the Government is not willing to seriously address the demands, ATSUM will think twice to make sure that their grievances are addressed .
According to ATSUM, the charter of demands include filling up of existing vacancies of teaching and non teaching staff totalling 1180 posts, conducting a special recruitment drive for ST backlog reserved post of Assistant Professors and issuance of appointment letter of MPSC recommended Assistant Professors within December 2017, recruitment drive in TA & Hills, rationalization of teachers, verification process of the left out 436 Adhoc teachers and 2006 contract batch, creation of posts for MIL teachers, setting up of BEd centres in the hills, opening competitive exam centres in the hills, provision of quarters for doctors and nurses, filling up of vacancies in JNIMS, district cadre recruitment, streamlining of Tribal Sub-Scheme, separate directorate of TRI, reorganization of police jurisdiction, up gradation of IGNTU-RCM into full-fledged University, filling up of ST backlog posts in various departments, monitoring of reservation by the Manipur State Commission and issuance of order thereof to that effect.
