Ensure protection of Human Rights: HRI

In connection with the International Human Rights Day observance, the Human Rights Initiative has expressed its wish that the State party plays an effective role in bringing about the atmosphere suitable enough to ensure promotion and protection of Human Rights in the real sense of the term.
In a statement, W Joykumar, Exe Director of HRI also urged the people to contribute whatever they could towards bringing a better society wherein the dignity of human can be well maintained.
The HRI statement also noted that the State is a total failure where everybody is free to do whatever he likes without any action against the wrong doers.
The statement cited the recent ugly incident involving a Minister during the Sangai Festival where no action is initiated against him by the police despite a complaint lodged with the police.
"It is nothing but the failure of criminal justice system in Manipur and the police becoming puppets in the hands of politicians and hence justice delayed and denied," said the HRI statement.
It also observed that the innocent civilians are forced to obey law while the public authority often abuses power without compunction whatsoever.
The MHRC has become dysfunctional since 2010 though the High Court concerned has directed the State government to fill the vacancies lying in the Commission for effective functioning of it, it noted.
Maintaining that poor victims/citizens are left to bear the trauma of crime/injustice due to financial lack, the statement asserted that it also amounted violation of right to access justice.
Some persons who do not have sufficient knowledge and experiences at all in the field of child rights/welfare have been appointed as members in the newly established State Commission for the Protection of Child Rights even at the face of regulations that stated that experience hands should only be appointed as its members, it also noted.
It further pointed out that the present State Information Commissioner is not equipped with judicial background though there is regulation that laid that one of SICs in respective levels should be a 'judicial member' .
The HRI also pointed out that the post of Chief Information Commissioner has been lying vacant since September 11, 2011 .
The State govt has no intention of appointing the CIC and other State Information Commissioners.
This has resulted in denial of information to the citizens which amounts to deprivation of a fundamental right.
Against these backdrops, the HRI urged the Govt authority to play an effective role in bringing about the atmosphere suitable enough to ensure promotion and protection of human rights.
