AMSU, DESAM appeal

The All Manipur Students' Union (AMSU) and the Democratic Students' Alliance of Manipur (DESAM) have appealed to the Government and the authorities concerned to appoint Secretary and Controller of Examination of the Board of Secondary Education Manipur (BOSEM) at the earliest.
In separate statements, the student bodies said that the non-appointment to the two key posts of BOSEM has caused massive inconveniences to students, and in the functioning of the board as well.
Giving an ultimatum of five days to fill in the vacant posts, DESAM in its statement said that the Board of Secondary Education Manipur (BOSEM) was instituted as an statutory body under the Manipur Elementary and Secondary Education Act 1972 and has been conducting the Class X examination or the high School Leaving Certificate Examination (HSLCE).
The posts of the Secretary and Controller of Examination have been lying vacant since the December 27 last and this has been hindering the functioning of the board.
The board has to revise the existing syllabus as the new academic session 2020-21 is starting soon and students are facing inconveniences in procuring necessary documents from the board.
Above this, the HSLCE is round the corner and the board needs its Secretary and Controller of Examination to expedite necessary processes for smooth conduct of the examination, said DESAM.
The student body continued that the Education (S) Director assuming the charge of BOSEM Chairman may also affect the overall functioning of the board.
As the Director is preoccupied with duties towards implementing many Departmental projects and missions, and National Education Policy 2020, he may not be able to fully concentrate and effectively run the BOSEM as its Chairman, DESAM said asserting that an eligible person should be given the charge of the Chairman.
AMSU in its statement also stressed that the posts of the Secretary and the Controller of Examination lying vacant may affect the functioning of the BOSEM and HSLCE which is likely to be held soon.
It also urged the board and Departments concerned to devise a mechanism which would help the students of Class X and XII better prepare for the examinations in view of the COVID-19 pandemic that has affected the present academic year.
