The Union Minister had sanctioned huge sums for the institute keeping in view the welfare of the minority students, the CM stated.
The Chief Minister expressed disappointment with the quality maintained in the construction of the building.
He said the condition could have been worse if the project was not handed over to the HSDC in time.
The target group of the training institute will be youth who gave up studies at standard VIII or X owing to economic or other reasons.
Not all students, at the end of the course, can secure a job with visiting companies in the Centre, the CM said.
The students must put in extra effort and invest more work in the course if they hope to secure a position by the end of the training.
Discipline and seriousness matter in such field, he added.
One of the major priorities the Government has set is to generate more employment opportunities for its youth.
However, the State cannot provide white collar jobs to each unemployed youth in the State, he added.
About 50 percent of NIT Centre Institute graduates have been successfully placed in major companies both inside and outside India.
Their achievement is the fruit of their hardwork and seriousness.
With a view to encourage more students into the IT sector, the State now has set up an IT park and a IIIT, Mani-pur Centre at Chingmeirong.
The State also designs to build another IT park at Senapati soon.
Added to these, the proposed IT complex will also be completed by 2016 March, the CM said.
The CM announced that not less than 30 security personnel would be stationed at the new institute coupled with 24 hours power supply.
This institute will be a feeder for employment in the oil and gas industries in South East Asia.
Besides, the institute will also provide customized training courses to cater to the requirements of the upcoming projects in Manipur like the railways and other major constructions.
