Biren goes hammer and tongs against Cong Govt

Former Heingang AC MLA Nongthombam Biren who recently resigned from the post of ML A as well as the primary membership of Congress party has asserted that governance of the incumbent Government does not reach even Churachandpur and Motbung.
The Young Progressive People of Yaiskul today felicitated N Biren at Yaiskul Sougaijam Leirak.
Speaking at the gathering, Biren said that the State Government could not do anything when a young film actress was harassed by an NSCN-IM cadre a few years back.
Talking about the ILPS issue, the former Congress MLA said that the State Government should announce in advance whether a Bill can be drafted with regard to the ILPS issue or not.
It is the policy failures of the Congress Government which have been sowing seeds of ill-feelings among different communities of the State.
The Government's administrative failures are responsible for projecting the popular movement against outsiders as an anti-hill people movement.
Biren categorically stated that he would not work for a political party led by a man who signed on a document which endorsed/opposed disintegration.
He said that he joined electoral politics with an objective of serving the masses, not to wield power.
"Politics is a mission and I started contesting elections because I have some serious grievances", Biren said.
While the indigenous people of the land have been living like slaves in their own land, politicians have been working for their personal aggrandisement rather than working for public issues.
Biren said that the political party which he may join must accept a set of conditions.
The political party must be agreeable to his condition for Constitutional amendment so that the valley area of Manipur too enjoys Constitutional safeguards just like the hill areas.
The distrust that exist between the hill people and plain people
can be attributed to non-uniform development.
To address this issue, the State Government must take into consideration topography of the State while formulating annual budgets.
Another major factor for the animosity among hill people and plain people is continuous instigation by armed groups which are under SoO pacts and cease fire agreement.
The State Government does not have the capacity to arrest NSCN-IM cadres involved in rampant extortion or station commandos in Sadar Hills.
Biren asserted that the political party which he may join should endeavour to bring a political solution with regard to UG groups under SoO pacts.
He said that he and his political party would work to convert all National Highways into four-lane roads and set up a dedicated highway force.
Any political dialogue between the Government and any UG group should not affect the State's boundary.
He went on to assert that he would take up all necessary measures to make Manipur economically self-reliant.
