ATRPFM urges Govt to halt recruitment in ADCs

The All Tribal Rights Protection Forum Manipur (ATRPFM) has submitted a memorandum to the Governor, the Chief Minister, the TA & Hills Minister, the State Election Commission and authorities concerned to halt recruitment of various posts in Autonomous District Councils (ADCs) .
The ATRPFM's memorandum came amidst its demand to hold ADC elections in April/May.
Terming the recruitment notice to fill in 750 posts in ADCs published in local dailies today as unacceptable, the forum demanded that the recruitment process be put on hold.
The ATRPFM claimed "There is no recruitment rules for ADCs and the primary teachers' minimum requirements to apply as per recruitment advertisements include two years Diploma in Elementary Education (DEIED), in accordance with the NCTE (Recognition Norms and Procedures) Regulations, 2002 or two years Diploma in Elementary Education (DEIED), and Teacher Eligibility Test (TET), etc.
The problem is there are no facilities for elementary education (DEIED), in hill districts under the jurisdiction of ADCs and the certificates of previous Teacher Eligibility Test (TET) have already been expired.
Hence, it would not be possible for most of the tribal people to apply for the said posts".
ATRPFM further asserted that preference should be given to candidates who can teach in respective tribal dialects as many school going children in hill areas are not sufficiently familiar with Manipuri or other languages.
"ATRPFM strongly opposes the recruitment process on various grounds and we demand that the recruitment process be kept on hold until all grievances are settled properly," it said in its memorandum.
The forum will be compelled to take up various forms of agitation if its demands are not heard, it added.
Regarding the ADC elections, the ATRPFM said that the term of office of the present ADCs Members expires in the month of May and elections have to be conducted before expiry of the present term of office.
Reiterating that the month of November would not be appropriate to hold the elections as it is harvesting and festive season for the hill people, it demanded that the elections be held in May/April.
ATRPFM also submitted a copy of the memorandum to Principle Secretary, Additional Chief Secretary TA & Hills and CEOs of the ADCs of Tamenglong, Senapati, Ukhrul, Chandel, Sadar Hills and Churachandpur.
