Dos and don'ts

Against the backdrop of reports about violent and unruly incidents inside the campus of educational institutions, the Government has today issued an office memorandum with several dos and don'ts for immediate compliance.
The office memorandum which mainly and strictly laid down procedures for college principals and students stated that all College Principals should enforce strict 'and proper control in the functioning of the College in all aspects of its administration including Class-room teaching, punctuality and regular attendance of both Teaching / Non-Teaching Faculty and the Students.
Stating that all College Principals should be responsible for any incident arising from within the College premises particularly those that vitiate the congenial atmosphere essential for proper education and maintenance of discipline and decorum in the College premises, the missive issued by the Commissioner (Hr & Tech Edn), P Vaiphei said any problem arising out of the Colleges that requires the attention of the Higher Education Dept should be brought to the notices of the concerned Officials of the Higher Education Dept by the College Principals first in writing and thereafter, if necessary, in person.
The College Principals shall ensure that their Students are in the Class-room during Class hours and are not found 'loitering in the streets or outside the College premises.
No students shall be allowed to venture outside the College premises without permission from the College Principals/authorities during Class�hours, it said.
Stating that no students/representatives of College Students' Unions be allowed to submit any representation directly to the Higher Education Dept except through the College Principal concerned, it further said that in case of exigencies that require meeting of Officials of Higher Education Dept by the representatives of College Students' Unions, such meetings shall be arranged at the initiatives of the College Principal concerned who shall be invariably present in the discussion/meeting with Officials of Higher Education Dept.
"Maintenance of discipline, decorum and due respect of Teaching Faculties and College Principals is of paramount importance in the building up of good characters for the Students and this must be the guiding principle in all interaction between the Students/representatives of College Students' Unions and the College Principals/authorities ,as well as with Officials of Higher Education Dept," it stated.
Maintaining that Strikes/Agitation/Bandhs/Boycotts, etc that are harmful to the academic careers of the Students should not be resorted to by the Students/representatives of College Students' Unions, the OM also said if necessary, College Principals may consider taking bonds/undertakings from the Students at the time of admissions.
The same may apply to representatives of College Students' Unions at the time of their elections."Destruction of College properties is a categorical sign which is anathema to the interest of the Students and the College.
Therefore, strict action shall be taken against any student found indulging in destruction, burning, etc of College properties including buildings, structures, furniture, library books, etc.
Such students shall be expelled/rusticated from the rolls of the College forthwith or debarred from appearing in the final exams.
In case of such illegal destruction of College properties including physical destruction, burning, etc of College properties like buildings, structures and furniture, etc, the Govt may not consider new construction of buildings/structures or procurement of furniture, library books, etc for the next 5 (five) years.
In other words, such Colleges shall faced an embargo on construction I procurement for the next 5 (five) years.
Even after lapse of the embargo period, bonds I undertakings from the Students I representatives of College Students' Unions to the effect that they will make proper use of the same, protect it and not destroy it, shall be necessary.
It also said that all College Principals should be the Nodal Officers for ensuring proper & strict enforcement of this OM at the College level while Addl Director (Hr Edn), Directorate of Hr Edn, Govt of Manipur should be the Nodal Officer at the Dept level for ensuring proper & strict enforcement of this OM by the Colleges and monitoring its implementation.
