Employees threaten cease work strike

Manipur Government Services Federation (MGSF), Manipur State Pensioners' Union (MSPU) and Manipur Secretariat Services Association (MSSA) have threatened to launch cease work strike from November 19 if their pending demands are not fulfilled within a fortnight.
A memorandum submitted by MGSF to the Chief Secretary today demanded immediate release of due DAs.
According to the MoU signed on June 8, 2018, the problems faced by work charge, muster roll and casual employees of PWD, PHED, IFCD and MI Department should be addressed at the earliest.
However, so far, no significant progress has been achieved with regard to regularisation of work charge, casual and muster roll employees of the four departments, it decried and urged the Chief Secretary to complete the process of regularisation at the earliest.
The issue of rectification of pay structure of various categories of teachers under School Education Department is yet to be resolved despite the assurance given by the Government to complete the rectification process soon.
There are thousands of employees who are not going to get benefits of the pay revision for the posts held by them find no mention in the order for revision of pay, the memorandum pointed out.
It then urged the Chief Secretary to take up necessary measures like framing of RR etc so that these employees can also be benefited from the implementation of the 7th Pay Commission's recommendations.
The memorandum also urged the Chief Secretary to settle the issue of creating promotion avenues for Stenographers working in various departments other than the Secretariat.
The matter of preparation of concordance table for the pre-2016 pensioners had been discussed in detail with the Principal Secretary (Finance) who reportedly gave verbal assurance to complete the task within six months of issuing the pay revision order, it pointed out.
It then asked the Chief Secretary to give a formal written assurance so as to clear suspicion and doubts of aged pensioners.
Even after three months of constituting a pay anomaly committee, no progress has been achieved on rectification of pay anomalies, MGSF said in its memorandum.
It then urged the Chief Secretary to resolve all the pending issues within a fortnight.
