Least quality seen in Ukhrul: Francis

Quality of PMGSY works implemented in Ukhrul district is the worst and the district has the maximum number of complaints, stated Rural Development and Panchayati Raj Minister Francis Ngajokpa.
The Minister today inspected the ongoing repairing work of the 5 Kms long Kangshim-Laiching Minou road within Tengnoupal Assembly segment in Chandel district.
Francis Ngajokpa personally checked the thickness of the road surface by digging it out.
It was found that the road surface was just 2.5 inches thick although it should be 4 inches thick as per the PMGSY guidelines.
Subsequently, he instructed the officials who accompanied him to ensure that the road surface is 4 inches thick.
Speaking to media persons after inspecting the road construction work, Francis stated that he was inspecting whether the road development works are being executed with due emphasis to the qualitative aspect before the same works are inspected by National and State quality control monitoring cells.
"PMGSY works implemented in Chandel, Senapati, Churachandpur and Ukhrul districts have been inspected.
It is Ukhrul district where maximum funds are invested and the maximum number of complaints came from the district but the quality of works implemented in Ukhrul district are the worst in terms of quality", Francis Ngajokpa said.
Even if officials offered to conduct spot enquiry in response to the complaints, 'they' said that it would not be convenient to visit the work sites.
It is not clear whether the complaints are about poor quality of work or driven by political considerations or personal interests, Francis said.
Clamouring for contract works and imposing ban on executing the contract works when they did not get the same works and levying 'tax' for executing these works are not signs of refinement, he rued.
He then appealed to all sections to cooperate with the department and let engineers move freely so as to bring uniform development in all the districts.
MLA Korungthang, Manipur State Rural Roads Development Agency Chief Engineer N Bapuchand and concerned officials also took part in the inspection trip.
