Imphal, March 29 2012:
While affirming that all possible measures would be initiated to streamline the police organisation, imbibe humane value among the forces and transform the armed personnel into a people-friendly unit, Home Minister Gaikhangam said there would, however, be no compromise on the law and order aspect.
Gaikhangam, who also remains the Manipur Pradesh Congress Committee president, declared his commitment as the new Home Minister of the State at a reception function organised in his honour by the MPCC at Congress Bhavan here today.
Addressing the large gathering of MPCC office bearers, party MLAs and workers, Gaikhangam pledged that as Minister in charge of the Home Department, his priority would be to deliver justice to the people.
Accrediting qualities of active, qualified and smartness to the Manipur police organisation and terming them as compatible with the best police unit anywhere in the world, he construed that with proper utilisation of such a potential force in hand there is great scope for more excellence as guardian of the society.

Confiding that all relevant information are being collected and minutely assessed to work out an effective mechanism for improving the law and order situation, the Minister said appropriate steps have been taken up to foil suspension of operation agreements with surrogate armed outfits which have come uo with the intention to extort and loot.
Cautioning groups in the SoO pact against encouraging splinter outfits, he also maintained that it will be mandatory for all the UG groups covered by SoO to deposit their weapons to the Government.
Process is also underway to dispense with the double lock system currently in practice with the SoO groups, he informed.
Expressing gratitude to the Chief Minister O Ibobi Singh for entrusting him the department of home, the State Congress party chief exhorted party MLAs and workers to work with sincerity for overall development of Manipur which will be a humble gift to the people for reposing their faith upon the Congress party through the overwhelming mandate in the election to the 10th Manipur Legislative Assembly.
With apparent reference to the Congress organisation's policy of 'one-man one-post', the Nungba AC representative conceded that he will remain as the MPCC president only till such time the party's high command declares a replacement.
MPCC vice president T Mangibabu and Patsoi legislator Ak Mirabai, who also addressed the gathering exuded confidence that Gaikhangam will succeed in his endeavour to restore peace in the state, which they observed is inevitable to usher a new era of development.
