Revised estimate of Rs 5388 crore prepared

Imphal, January 23 2018: The State Government has prepared a revised estimate of Rs 5388.82 crore for the financial year 2017-18 which ends on March 21 including Rs 407 crore for construction and maintenance of road infrastructure.

The revised estimate also incorporates Rs 10 crore for completion of the Manipur Civil Secretariat complex.

The Civil Secretariat complex is a component of the Capital Project which was taken up under a special economic package given by the then UPA Government.

The Capital Project was taken up in the State Government by the SPF Government and the foundation stone for the Civil Secretariat complex was laid on October 10, 2010 .

The tender amount of the Civil Secretariat complex is 130.60 crore and it is being constructed by Simplex Company.

According to the tender document, the construction work should have been completed within three years.

As in the old Secretariat complex, the new Secretariat complex would have offices of Cabinet Ministers, the Chief Secretary and heads of departments.

The revised estimate of Rs 5388.82 crore prepared by the Planning Department includes Rs 426.85 crore under the head of roads and bridges.

An amount of Rs 11 crore has also been incorporated for construction of a service lane of about 2 Kms along Imphal-Dimapur highway in front of the new Civil Secretariat complex.

The revised estimate has Rs 19 crore for development of infrastructure in the newly created seven districts.

Kakching, Kamjong and Noney districts have been allotted Rs 5 crore each while Tengnoupal, Kangpokpi, Pherzawl and Jiribam would get Rs one crore each.

As per the details of the revised estimate, Rs 10 crore has been earmarked for construction of SDO/BDO office of the newly opened Haochong TD Block while three statues of Nongshaba will be installed at Jiribam, Moreh and Mao at the cost of Rs 1.33 lakh each.

Under the National Horticulture Mission, there are Rs 37.38 crore as Central share and Rs 4.16 crore as State's matching share.

There is also a State's matching share of Rs 76.16 lakh for the project of reviving Magfruit factory which would be taken up with monetary assistance from the NEC.

Under RKVY, there are Rs 30 crore as Central share and Rs 3.32 crore as State's matching share.

Under the head of Forest and Wildlife, there is a Central share of 49.97 crore including Rs 2.42 crore for National Bamboo Mission, Rs 4.55 crore for development of wildlife habitat, Rs 39 crore for Green India Mission and Rs 4 crore for intensification of forest management scheme.

The revised estimate reflects Rs 415 crore as Central share for National Rural Livelihood Mission and 45 crore as State's backlog share and Rs 10 crore for maintenance of roads constructed under the scheme.

Under MGNREGS, there are Rs 227.47 crore as Central share and Rs 20 crore as State's matching share.

Under Border Area Development Programme (BADP), there are Central share of Rs 35 crore and State's matching share of Rs 2.75 crore and another Rs 3.50 crore as State's backlog share.

The revised estimate has Rs 276.95 crore as Central share under the head of major and medium irrigation, Rs 14.90 as State's matching share and Rs 73.56 crore from NABARD for Dolaithabi Barrage project.

There are also Rs 30 crore for purchasing prepaid power meters, Rs 100 crore for MSPDCL and Rs 50 crore for payment of interest for REC loans.

The revised estimate incorporates Rs 30 crore for the Startup programme.

An amount of Rs 35 crore (50 per cent of the total cost) has been earmarked for construction of women markets at Ukhrul, Chandel, Tamenglong, Churachandpur, Senapati, Kangpokpi and Jiribam.

There is also Rs 25 crore (50 per cent of the total cost) for construction of quarters for teachers and doctors posted in hill districts.

The revised estimate also sets aside Rs 10 crore as expenditures for the Manipur Sangai Festival 2017.Under the head of higher education, there are Rs 20 crore as Central share for RUSA and Rs 2.5 crore as State share.

Under school education, there are Rs 74 crore as Central share for RMSA, Rs 28 crore as Central share for Mid Day Meal scheme, Rs 2 crore as State share, Rs 230 crore as Central share and Rs 21 crore as State share for SSA.

The revised estimate earmarks Rs 1.50 crore as grant-in-aid to the National Sports Academy, Rs 2.59 crore for sports incentives, Rs 10 crore for construction of one artificial football ground each in Imphal West, Bishnupur, Thoubal and one artificial hockey field in Imphal East.

There are Rs 5 crore (50 per cent of the total cost) for construction of a mini stadium at Akampat.

There are Rs 5 crore for flood lighting Khuman Lampak Sports complex, Rs 5.52 crore for renovation/upgradation of the main stadium, Rs 2.15 crore for repairing hostels of the sports complex and Rs 2.37 crore for construction of parking lots in front of the Indoor Stadium.

An amount of Rs 10 crore has been earmarked for the Chief Minister-gi Hakshelgi Tengbang and another Rs 4.81 crore for the Chief Minister-gi Sotharabasingi Tengbang.

The revised estimate further earmarks Rs 20 crore for construction of a water treatment plant at Chingkhei Ching, Imphal East which would produce 45 million litres of treated water every day, Rs 21.98 crore for repairing Khwairamband women market complexes However, the revised estimate has only Rs 2.20 crore for Relief and Disaster Management and the amount includes Rs 20 lakh for management of the newly opened office of the State Disaster Management Authority.
