Imphal, March 21 2017:
With the absence of a Director in Regional Institute of Medical Sciences (RIMS) file process in the premier medical institute has not been done since the last 21 days as the Director's office remain locked.
According to reliable sources, in absence of its Director, daily correspondence between the medical institute and Ministry of Health and Family Welfare has been stopped and also there is no one to append approved signature on certificates for pass out students of the institute.
Salary for the employees of RIMS for the month of February was released only after the Ministry gave authorisation to Medical Superintendent of the medical institute through telephonic conversation to disburse the salary.
However, except for salary the Ministry has not entrusted other works to be discharged by the Director to the Medical Superintendent.
There has been no replacement of RIMS Director and appointment to the post on regular basis ever since the service period of Professor Arunkumar who was the Director-in Charge expired on February 28 .
Procurement of much-needed medical materials of RIMS, including oxygen, medicines, surgical instruments and others need approval of the Director of the institute.
As such, the institute is on the verge of degrading day by day.
Mention may be made that Professor Arunkumar was appointed as Director-in-Charge of RIMS from the time when Central Bureau of Investigation (CBI) investigated corruption charges against Professor S Sekharjit who was the former Director of the institute.
Results of the DPC for appointment of regular Director, which was conducted by the Ministry on January 13 is yet to be declared.
The sources said Ministry of Health and Family Welfare is reluctant to do more for RIMS after CBI raided houses of higher officials of the institute.
The CBI raid came after irregularities were alleged in procurement of materials and appointment of staff of the institute.
There have been several Court cases over non-declaration of the DPC results.
Some senior Professors whose service period is going to expire soon have been lobbying to become the Director even for a short period, sensing that there cannot be appointment of regular Director unless the Court cases are resolved even if the DPC results are declared, added the sources.
