Many condemn brutal killing of Chesam Abdul Kadir

The All Tribal Disables Union, Manipur (ATDUM) has expressed deep anguish and strong condemnation over the brutal killing of Chesam Abdul Kadir alias Chesam Achouba, adifferently-abled person from Paobitek Mavai Leikai, Imphal West District.
The ATDUM also urged the authorities concerned to take immediate and stringent action under the law against all those involved in this inhumane act.
"Differently-abled persons are also human beings with equal rights and dignity, just like any other citizen.
The cruel and discriminatory treatment meted out to Chesam Abdul Kadir is not just an assault on him but an attack on the entire differently-abled community", said ATDUM in a release.
The ATDUM also remind the authorities and the public that under Section 20 (3), (4), (5) of the Rights of Persons with Disabilities (RPWD) Act, 2016: (3) No person with disability shall be discriminated on the ground of disability, unless it is shown that the impugned act or omission is a proportionate means of achieving a legitimate aim; (4) No person shall be deprived of his or her personal liberty only on the ground of disability; and (5) The appropriate Government shall take necessary steps to ensure reasonable accommodation for persons with disabilities.
The ATDUM also highlighted the Section 89 of the RPWD Act, 2016: Any person who contravenes any of the provisions of this Act, or of any rule made thereunder shall for first contravention be punishable with fine which may extend to ten thousand rupees and for any subsequent contravention with fine which shall not be less than fifty thousand rupees but which may extend to five lakh rupees; and Section 92: Whoever, (a) intentionally insults or intimidates with intent to humiliate a person with disability in any place within public view; (b) assaults or uses force to any person with disability with intent to dishonour him or outrage the modesty of a woman with disability.
Furthermore, conveying its solidarity with the Joint Action Committee (JAC) formed in response to this heinous incident, the ATDUM asserted that it will extend full support to any action or democratic agitation the JAC may initiate to seek justice for Chesam Abdul Kadir.
Moreover, the National People's Party, Manipur also strongly condemned the inhuman killing of Chesam Abdul Kadir and urged the DGP Manipur to spare no effort in tracing the perpetrators and booking them so that no individual/group take law into their hands.
The NPP Manipur also shared the sorrow and loss of the family and prayed that the departed soul may rest in peace in the heavenly abode.
In separate statements, the Kangleipak Students' Association (KSA), All Manipur Meitei Pangal Clubs' Organisation (AMMPACO) and Manipur Students' Federation (MSF) have also condemned the murder of Chesam Abdul Kadir in the strongest terms.
The organisations also urged the authorities concerned to take immediate action to book the culprits and award befitting punishment as per the law.
While sharing the grief and pain of the bereaved family, the organisations also urged all to show restraint and refrain from making statements that may give the incident a communal tone.
