DGP plans cells to dispose cases

Under the aegis of Ministry of Home Affairs, the National Investigation Agency (NIA) conducted a workshop on 'Unlawful Activities (Prevention) Act 1967 at 1st Manipur Rifles Banquet Hall today.
Addressing the workshop State's director General of Police Y Joykumar exuded confidence that the workshop will definitely help Manipur police in not only understanding various provisions of the Act but also enable them to work in a more efficient manner.
He also announced that for expeditious disposal of pending cases one cell each would be set up in the four valley districts and will operate under one Sub Divisional Police Officer (SDPO) each.
Apparently referring to the acts of violence perpetrated by activists of different armed groups, the police chief posed as to whether the prevailing situation suggest that Manipur police lacks professionalism in maintaining law and order in the State.
While noting achievement of NIA sleuths in cracking important cases and in the prevention of subversive activities, Joy-kumar strongly suggested that learning from NIA's experiences would immensely benefit Manipur police in investigation and handling of various cases.
He reminded that due to astuteness of NIA sleuths top UNLF leaders including the outfit's chairman RK Meghen is today under arrest.
Conceding that some police officers are naive in even registering FIRs thereby sabotaging follow-up investigation, he called upon the State police force, particularly ranked personnel, to ensure that cases are solved expeditiously by relying on the Act's provisions.
Joykumar regretted that ineffective handling of cases had resulted in many underground activists enjoying freedom after a brief imprisonment.
In addition to announcing that young investigators would be proposed for gallantry awards, the DGP said Manipur police officers would be sent for a four-year training stint at the NIA's regional centre in Guwahati.
The workshop was conducted by NIA's DIG (Investigation & Training) and Himachal Pradesh 1996 IPS cadre Satwant Atwal Trivedi.
