All the resolutions passed by the State Assembly to safeguard the territorial integrity of Manipur were never sent to the Union Government nor given to any of the Central leaders either by the State Assembly or by the State Home department.
W Bhaktaraj, the state�s under secretary (Home) has today informed the Upendra Commission of Inquiry that the State Home department has no document to show that the state Assembly resolutions were dispatched to the Union Government for doing the needful.
He said that the State Home department received a letter dated March 21 this year with the resolutions passed by the Assembly, but later the Joint Secretary (Home) intimated to the assembly Secretary on May 15 suggesting that the resolutions may be required to be forwarded to the Secretariat of Lok Sabha, Rajya Sabha and Ministry of Human Affairs by the Assembly Secretariat.
Interestingly, the Deputy Secretary of the State Assembly had earlier given a submission before the Commission that out of the four resolutions, three were sent to the authorities of the State Home department while the fourth was given to the Secretary to the then Chief Minister for doing the needful under rule 121 of the Rules of procedure and Conduct of Business of the Assembly.
Considering the contradictory statements of the State Assembly and the Home department, the UCM�s counsel Advocate Nongyai stated before the Commission that the political leaders and bureaucrats had equally ignored the wishes of people as they failed in sending the resolutions to the Centre.
Such a failure on the part of the political leaders and bureaucrats defeats the norms and ethos of democracy, he said and prayed before the Commission to make necessary recommendations for taking appropriate actions against those officials concerned for dereliction of duty.
