Govt mulls Apps to monitor ILP permits, track outsiders

To make the existing Inner Line Permit (ILP) system effective, systematic and a complete one, government is trying to develop two Apps which would facilitate/monitor issuance of ILP permit to outsiders and track them, stated chief minister N Biren in the state assembly on Saturday.
Replying to a question raised by Opposition member Surjakumar Okram, CM Biren said that the Monitoring Committee has been keeping vigil for ensuring secured regulation of ILP and further informed the House that a total of 3,38,742 Inner Line Permits have been issued between January, 2020 and June, 2022.Of the total ILP permits issued during the said period, seven were special, 39,501 regular, 2,91,979 temporary and 7255 labour permits while 37,153 permits were renewed.
According to CM Biren, ILP system in the state being new needs to be systematic but the government is not satisfied with the present system of tracking outsiders who possess ILP permits.

Accordingly, it is working towards developing two Apps through which outsiders could procure ILP permit as well as keep track of them while one of the Apps has to be compulsorily downloaded by outsiders needing the ILP permit.
Whenever ILP permit expires, the Apps will send signal to the command centre and thus help in locating the outsider, he said and informed that House that the two Apps will be developed soon.
To another question raised by Opposition member K Ranjit Singh regarding the three hovercrafts procured by state government in 2010, N Biren informed that the three hovercrafts are in the custody of SP Bishnupur and the government will take up necessary steps to utilise these hovercrafts for tourism and other revenue generating purposes.
He said that hovercrafts were procured under modernization of police forces scheme 2008-2009 at the cost of Rs 4,99,55,625.After global tender in 2009, the approved firm M/s Vision Automation, 33rd Cross Kumaraswamy Layout of Bangalore purchased the hovercrafts from Hovertechnics Inc USA, he informed the House.
On the other hand, agriculture minister Th Biswajit Singh, while replying to a query raised by Surjakumar, said that the total allocation of urea for Kharif 2022 is 22,000 MT.
The total quantity of urea transported to the state as on July 28, 2022 is 11,634.84 MT (2,58,552 bags of 45kg) and the remaining allocated urea will be shipped in soon.
While informing the House that a new system of urea distribution will be applied to solve urea problem, minister Biswajit said that Zilla Parishad members and pradhans will identify farmers under the new system and farmers will require production of Aadhaar card at their respective DAOs while procuring urea.
Raising supplementary question after the minister's reply, MLA Surjakumar suggested issuance of fertilizer card to the farmers in the line with CMHT card to facilitate urea distribution.
Answering the question of MLA Md Ashab Uddin, works minister Govindas Konthoujam informed that the department notified eligible contractors for the construction of Jiri-Tipaimukh Road earlier.
But due to unavailability of eligible bidders, the tender process could not be completed and thus, cancelled.
The department will soon try to notify for a new tender for starting the construction of the Jiri-Tipaimukh Road, he assured the House.
Replying to a question raised by MLA LM Khaute, RD and PR minister Y Khemchand Singh said that there are six ongoing projects under PMGSY in Churachandpur district including construction of three roads and three bridges and the projects are being targeted to be completed within September, 2022 .
Meanwhile, health minister Dr Sapam Ranjan, while replying to a question raised by MLA Kh Joykisan, said that CMHT provides cashless hospitalization to beneficiaries up to Rs 5 lakh and the scheme also covers day care procedures like dialysis and chemotherapy.
He also said that widows, differently abled people, AAY card holders, media persons except DDK and AIR staff, ASHAs, Anganwadi workers and helpers, women vendors of Khwairaband Keithel and people verified by respective DCs and SPs are beneficiaries of the scheme.
Replying to a question raised by MLA Th Shyamkumar, works minister Govindas Konthoujam said that the contractor engaged for construction of the Nongada/Nongdam to Maphou Dam road stopped work without informing the engineer in-charge since December, 2001 and the said contactor will blacklisted.
He also said that Rs 200 lakh has been released for the road project.
