Even military camp not secure: Biren tells Centre

Citing the recent strange case of the disappearance of Laishram Kamalbabu from inside the 57 Mountain Division headquarters, Chief Minister N Biren has reportedly told Central leaders that even military stations and security camps are no longer secure for civilians.
In a video recording shared by the Chief Minister's Secretariat with the press, N Biren said that he has received a copy of the memorandum sent to Prime Minister Narendra Modi by family members of Kamalbabu, people of Loitang Khunou and surrounding villages about Kamalbabu's disappearance close on the heels of the most inhuman and barbaric murder of women and children at Jiribam.
The Chief Minister stated that he had talked with Social Welfare Minister H Dingo and the JAC formed in connection with the disappearance of Kamalbabu and deliberated on several points listed in the memorandum.
The Government has taken serious note of the primary points highlighted through the memorandum for safe rescue of Kamalbabu and awarding exemplary punishment to all the culprits involved in his abduction.
Immediately after learning about the disappearance of Kamalbabu, the Government has been working hard to trace his whereabouts in coordination with the 57 Mountain Division GOC and other army officers.
After communicating with the Government of India's Intelligence Bureau, all efforts are being made to rescue Kamalbabu safely but his whereabouts cannot be traced till date, Biren said.
Kamalbabu's family and local people have already lodged an FIR at Sekmai police station.
There is another report of registering an FIR which says that the 57 Mountain Division GOC and other army officers must be held accountable for the disappearance/abduction of Kamalbabu, he continued.
A copy of the 57 Mountain Division's log book where Laishram Kamalbabu put his signature before entering the fortified military station has been enclosed with the memorandum submitted to the Prime Minister.
Meanwhile, the State Government has categorically told the 57 Mountain Division that they should take major responsibility in searching and rescuing Kamalbabu for the man disappeared from inside their Leimakhong garrison, the Chief Minister stated.
It is a matter of grave concern that there appears to be little transparency between the people and security forces, Biren decried.
He said that some groups of security personnel are not sincere.
It appears some groups of security personnel do not see all the people of Manipur as citizens of India, he remarked.
"I would like all security forces and security agencies to see all sections of people living in Manipur as equal citizens of India in a nonpartisan manner", the Chief Minister stated.
As Laishram Kamalbabu disappeared from inside the 57 Mountain Division headquarters, the army must take the responsibility of searching and rescuing the missing man, Biren asserted.
He said that the matter has been informed to the Union Home Ministry and other Central leaders.
He then appealed to all the people to calm down and focus on rescuing the missing man collectively.
Manipur Police too have been making all efforts to rescue Kamalbabu, he said.
Ministers Thongam Biswajit, Govindas Konthoujam, L Susindro, Heikham Dingo and Khashim Vashum, MLAs Th Shanti, Kh Ibomcha, Leishiyo Keishing, Sapam Kunjakeswar, S Premchand, M Rameshwar and Th Shyamkumar were also seen by the side of the Chief Minister in the video recording.
