Cosmetic Approach Defiles Class Rooms Under Sarva Shiksha Abhiyan, Girls Toilet Built Sans Septic Tanks
Sub-standard works adorn 76 schools under Ukhrul District Council

Even as necessary funds were released by the Government, no class rooms constructed in 76 schools under the ADC Ukhrul have matched up to the minimum standards laid down.
The class rooms were built under monetary from the Sarva Shiksha Abhiyan and all the schools were recently upgraded.
Moreover no septic tank was included in building a separate toilet for girls.
All the anomalies and violation of guidelines were discovered during an exclusive investigation by The Sangai Express with regard to the Government's efforts to bring certain changes in the education sector.
The two photographs shown here are pictures of a girls' toilet built at Kangoi Primary School, Ukhrul district by the school management and development committee at the cost of Rs 49,870 from SSA fund.

The first photograph clearly reflects the make-do attitude of the authority/committee.
It is also visible that outlet pipe-line seems higher than the surface.
The other photograph shows a small pipe making do for the exhaust outlet which must be fitted for emission of gas from the septic.
Fund for construction of this girl's toilet was released by the SSA State Mission Authority in March last year together with necessary funds for construction of similar toilets in 121 other schools of Ukhrul district.
SSA State Mission Authority released Rs 5,26,350 to the district board of education.
Toilets were constructed with this fund in most of the schools but majority of these newly constructed toilets do not have septic tanks.
On the other hand, SSA authority released necessary funds last year for construction of 100 new class rooms in 76 schools of Ukhrul district which were upgraded recently.
As first instalment for construction of class rooms at the cost of Rs 2.11 lakhs each, an amount of Rs 56,55,000 was released to the district board of education in March last year.
Except for one school, no class rooms were constructed properly and none of these so-called class rooms meet even the minimum standard.
Like the toilets, the class rooms were built by the respective school management and development committees.
It is reported that the State Vigilance Commission has been investigating into the faulty construction of toilets and class rooms at the instruction of the State Govt.The area of investigation covers all the five hill districts, informed a source.
