Imphal, November 15 2015:
With the by-election to Thangmeiband and Thongju ACs approaching fast, both BJP and Congress have intensified their election campaigns at the highest level.
An election meeting of Congress candidate in Thongju AC Bijoy Koijam was held today ar MEIRAA ground, Bashikhong.
There Chief Minister O Ibobi appealed to the gathering to elect Bijoy Koijam and make him an agent of development.
A few MLAs could not serve the people even for four years even though they were elected for five years because they did not respect people's mandate.
They were disqualified for party hopping.
Stating that he cannot give any assurance about any particular development work on account of the election code of conduct, Ibobi asserted that what could not be done in the last four years would be done in the next one year if Bijoy Koijam is elected.

He also pointed out that Bijoy Koijam would be an important member of the incumbent Government if he is elected.
The Council of Ministers would make up all the development deficits of Thongju AC in such a manner that there is no need for election campaign for the Congress candidate in the 2017 State Assembly election, Ibobi stated.
Deputy Chief Minister Gaikhangam asserted that the ensuing by-election is a battle between two forces, one which is determined to safeguard the integrity of Manipur under any circumstances and the other which is bent on disintegrating Manipur and bringing anarchy in the State.
Voting for BJP would be self-defeating and Congress party believes that people would not be influenced by the propaganda of BJP, said Gaikhangam who is also the MPCC president.
Education Minister M Okendro and MLA N Biren too spoke at the meeting.
Meanwhile, a women exclusive election meeting was held today at Dharmasala where Social Welfare Minister AK Mirabai appealed to the gathering to vote for Congress candidate Jyotin Waikhom if they wish to see rapid development in Khwairamband Bazar area.
Claiming that Congress party is an old party which is committed to public issues, Mirabai said that people are witnesses to the many development programmes taken up by the Congress Government.
Many projects are also in the pipeline but they cannot be divulged at the moment on account of the election code of conduct.
BJP has done nothing for the development of Manipur and they are not in a position to do anything positive for the State.
BJP would vanish from the political landscape of Manipur after the by-election, she asserted.
MLA Landhoni too appealed to all the voters of Khwairamband Bazar to vote for Congress candidate enmasse.
Khwairamband Bazar area has seen little progress for the past many years on account of electing representatives who sat on opposition bench for three consecutive terms, Landhoni said.
Landhoni then appealed to all the voters of Thangmeiband AC to elect the Congress candidate so that development deficits of the Assembly segment can be made up satisfactorily.
