Anti-social activities of UGs to be dealt firmly: CM

Whether it is the NSCN (IM) or others, any underground organisations would be dealt strictly in accordance to the law of the land if they indulged in anti-social activities, Chief Minister O Ibobi Singh has reiterated during the discussion on the passing of the Governor's address in the State Assembly today.
Responding to queries raised by legislators during discussion on passing of the address of the Governor delivered in the Assembly during its session in March this year, Chief Minister O Ibobi said that subversive activities like placing and hurling of bomb at private residences are means adopted by these underground organisations to threaten the people so as to extort them.
This kind of activities would never be accepted by the people in the long run.

Elaborating on frequent unlawful activities of NSCN (IM) which have given a serious impact on the law and order situation in the State, Chief Minister Ibobi said that NSCN (IM) has been carrying out many gory activities despite entering ceasefire agreement with Government of India and said that his government will not remain as silent spectator anymore to their unlawful conducts.
On the questions put up by Members of the House on Autonomous District Council, the Chief Minister asserted that the Governor's address has vividly mentioned about ADC and its ongoing works and those works that would be taken up from time to time.
Moreover, the government is discussing to empower ADC by giving them more responsibilities than the provisions under the Sixth Schedule.
Government vehicles are also being issued to the Chairman and Vice-Chairman of ADC just like in the case of Adhyaksha of Zilla Parishad to facilitate their services, he added.
Further clarifying on Sewerage Project and Manipur Aids Control Society (MACS), the Chief Minister informed that Phase I of the project has been already completed and works for the Phase II is going on in full swing.
As far as MACS is concerned, the government will initiate steps to make the Society functions more efficiently by bringing about necessary amendments.
Informing that the government is considering passing of a Bill that will protect arable lands in the State, Ibobi asserted that his government will also pay special attention on water harvesting taking into account of the deficit rainfall experiences in the State.
On the prevailing land dispute along the Indo-Myanmar border, the Chief Minister informed the House that officials of Surveyor General of India along with officials of Myanmar are working jointly to conduct a survey at Moreh.
If there is any apprehension over the loss of State territory to Myanmar, there is no harm in sending a joint delegation of all political parties in the State to exert pressures on the Central Government.
During the discussion, MLA Dr I Ibohalbi drew attention of the House to various issues including law & order problem and measures to ban intoxicant substances as mentioned in the Governor's address and pointed out that incident of bomb blast is continuing unabated though the government claims that law & order situation has improved considerably.
Saying that NSCN (IM) has been committing various heinous crimes in violation of the ground rules of the ceasefire agreement signed with the Central Government, MLA Ibohalbi charged that the Monitoring Cell has utterly failed to monitor subversive activities of NSCN (IM) and its cadres.
Few days back, they assassinated an elected Member of Ukhrul ADC.
Apart from other unpardonable crimes, the Deputy Speaker was ambushed twice by the outfit, he pointed out.
Stating that many amongst the police personnel are also involved in anti-social activities which the government need to intervene, the MLA stressed on the need for implementation of HIV/AIDS policy in the State.
After a serious deliberation, the motion for clearing the Governor's address was unanimously pased by Members of the House.
The motion was raised in the House with MLA Tongbram Mangibabu as Proposer and MLA Y Surchandra as Seconder.
