With JCILPS setting Nov 19 deadline, showdown with Government possible
Appreciate the spirit but not timely, says Dy CM

With the Joint Committee on the Inner Line Permit System setting November 19 as the deadline to start the process of issuing permits to outsiders who came to Manipur after 1947, a showdown with the State Government is a distinct possibility, if such a pronouncement is put to force.
Speaking exclusively to The Sangai Express at his official quarters today evening, Deputy Chief Minister Gaikhangam who also holds the Home portfolio said that though the Government appreciates the spirit with which the Inner Line Permit System demand has been raised, it cannot remain silent if such a step is resorted to.
"The Government may step in and stop the process of issuing permits to outsiders by the JCILPS," he said.
Underlining his thoughts, the Deputy Chief Minister said that it would be wrong if a message that the Government and the JCILPS are adopting contradictory stands on the issue is aired.

The question of implementing or enforcing the Inner Line Permit System is under the purview of the Centre, he said and added that it was in appreciation of the spirit in which the demand was raised that the State Legislative Assembly passed the ILP resolution and sent it to the Centre for its consideration.
Stating that taking recourse to action such as issuing permits may antagonise the situation, the Deputy Chief Minister said that the State Government is committed to checking the inflow of illegal migrants.
Significantly, after the demand to implement the ILP was raised and started gaining momentum, the State Government swung into action and undertookd a number of drives to check the antecedents of outsiders in Imphal and some other districts.
Vigil has been mounted at Jiribam and the police there had pushed back a number of migrant workers who did not possess valid documents.
The JCILPS had stated distribution and submission of the permit forms would be completed by December 19 and underlined that all outsiders should furnish their domicile certificates indicating their native places as well as verification certificates issued by police stations concerned.
