Torch rally staged, MPP backs demand

The State Cabinet which met today failed to take any concrete decision on the question of implementing the Inner Line Permit, the demand for which has been gaining currency in the last many days.
The Cabinet had also met earlier but no decision could be taken.
The Cabinet however agreed to refer the matter to the Congress Legislature Party, which is scheduled to meet tomorrow, said a senior Minister while talking to The Sangai Express today.
It may be mentioned here that a missive was already sent by the Union Home Ministry to the State Government that the implementation of ILP is not the jurisdiction of the State Government.
Soon after the Cabinet wound up their meeting without taking a concrete decision on the enforcement of the ILP, a torch rally to demand the implementation of the same was staged at Singjamei in the evening.

The rallyists marched towards the residence of local MLA and IFCD Minister I Hemochandra.
Timely arrival of the police prevented the rallyists from storming the gate of the Minister's residence.
Hemochandra also arrived at the scene and he managed to pacify the people.
Our Delhi correspondent adds : Home Minister Gaikhangam who is currently in Delhi has informed that he is in the National capital in connection with the Presidential election and not with the ILP demand.
Gaikhangam further said that ILP is not a State subject.
Meanwhile demanding that the 60 member Manipur Legislative Assembly take pro-active measure to implement the Inner Line Permit system in the State, Manipur people's party (MPP) has threatened to launch intense agitation with the public.
Talking to media persons on the sidelines of a sit-in-protest staged today in front of its officecomplex on the ILP issue, MPP president S Umananda affirmed that apart from the party's constitution upholding effective legislation on ILP it is also top priority of the political organisation to ensure peaceful co-existence of all the indigenous people.
In case an effective mechanism is not put in place at the earliest to check unrestrained influx of outsiders there is strong apprehension of complete dilution of the indigenous population, observed the MPP chief.
advising all the State legislators to take a firm stand on the ILP issue when the House is still in session, Umananda also pointed out that differences with the Central Government on the matter should be sorted out without further delay.
MPP Youth Front president Y Lanngamba also pledged support of one of the oldest regional political party in the people's movement for implementation of ILP system in Manipur.
