Utilisation of Rs 100-cr sanctioned for development of Khuman Lampak
Many raise need for probe by independent body

During the 13th Finance Commission, Rs 100 crore was sanctioned for infrastructure development at the Khuman Lampak Sports Complex , however the ground situation � with all the signs of incomplete works and sheer negligence � mismatches terribly with the record until phase one of the project that was due by June 20, 2015 .
Complaints are pouring in from various corners on the need for establishing an autonomous body to look into the condition at this centre for sports excellence in the heart of Imphal.
Office bearers of some State-level associations have been also drawing the attention of the State Government to allow the CBI or another independent body to investigate into the huge financial irregularities that appear no less than a fraudulent game plan of a few unscrupulous elements, who are responsible for the growth and development of sports in Manipur.
The officials are as well pressing for not only taking into task but arresting those who are involved in looting in the name of developing the Khuman Lampak.
On record, there had already been an expenditure of Rs 1,56,89,830, which were spent on constructing internal roads, parking, drainage system and footpath.
However, the existing conditions tell an entirely different tale.
As reported from September 1 to 10 last year, the sanctioned amount, by record, had gone into developing and renovating, among others, the Main Stadium, Hockey Stadium, Cycling Velodrome, Aquatic Sports Complex, Indoor Stadium, Shooting Range, and the main complex of the stadium.
So far, there has been no positive response from the Government and the anger seems to be not without reason.
Significantly, the sanctioned amount included the cost for completing the much needed total electrification and construction of a Rs 13-crore artificial football turf inside the Khuman Lampak Sports Complex.
In any case, the MDS, the Youth Affairs and Sports Department or any concerned authorities are still responsible for maintaining the Khuman Lampak Sports Complex and all the sportspersons in Manipur, many opined.
